OVERVIEW OF THE PROJECT Executing Agency: Saint Lucia Development Bank (SLDB) Loan Amount: USD 3,704,000 (i.e. XCD 10 million) Implementing Agency: Ministry of Commerce, Manufacturing, Business Development, Cooperatives & Consumer Affairs through the SBDC. Sector: Priority sectors including Manufacturing, Agriculture, Agro-processing, Beauty and Wellness, Creative Industries and Professional Services. 7. OVERVIEW OF THE PROJECT Components: The MSME Loan-Grant Facility Available to Saint Lucian nationals, 31-60 years of age and who are unable to meet collateral or other lending requirements of traditional lending institutions. The application must include a business plan demonstrating the potential to create and/or sustain employment within two (2) years of receiving support. Applicants must agree to undergo training, as well as register or incorporate their businesses, and share information with SBDC for monitoring and evaluation purposes. SBDC will engage consultants to provide training, technical support, research and mentorship as required for each beneficiary. 8. PROCUREMENT ACTIVITIES PRESENTATION TITLE & DATE This Project requires the procurement of consultancy services for its capacity-building component. There are three (3) consultancies under the project. Advanced Business Planning Training and Technical Assistance Consultancy Services - Improved Business Planning, Bookkeeping and Financial Management and Business Continuity Planning Marketing and Digitalization Training and Technical Assistance Consultancy Services - General Marketing, Creating a Digital Presence and E-Commerce Operational Enhancement Training and Technical Assistance Consultancy Services - Standards Implementation, Export Planning and Environmental Sustainability CONSULTANCY SERVICES PROCUREMENT FAIR | SAINT LUCIA | SEPTEMBER 4 & 5, 2024 ​

PROCUREMENT ACTIVITIES PRESENTATION TITLE & DATE Targeting between 150 to 250 MSMEs to benefit from training and between 100 to 150 MSMEs from mentorship and other technical assistance in each consultancy. PROCUREMENT ACTIVITIES PRESENTATION TITLE & DATE Firms Experience and Qualification:   At least five (5) years of knowledge and experience specific to one or more of the industries or sectors under the project scope. Experience working with MSMEs, specifically business training and consultation. An understanding of the issues related to MSMEs in a developing country context, preferably in the Saint Lucian economy context. Excellent oral and written communication skills with fluency in written and spoken English. Knowledge and understanding of Saint Lucian Creole would be an asset.
