VCM PARTS AND COMPONENTS
Vote Counting Machine The SAES-1800Plus is a portable Vote Counting Machine (VCM), designed to automate the counting of votes. Located above the thermal paper compartment. This is where to tap the iButton . The VCM scans and interprets the marked paper ballots on the election day. The VCM scans and interprets the marked paper ballots on the election day. The VCM tabulates, calculates, and transmits the Election Returns to the Canvassing and Consolidation System (CCS) after the voting process is closed. Front Side View iButton Receptacle: use to tap the iButtons Printer / Printer Compartment: use to load the thermal paper and print all the VVPATs and Election Reports. Ballot entry/return Slot: use for voter to insert his/her ballot. LCD Screen: designed to input data and navigate through the system.
Front and Right Side View Note: The headphones will not be used in the May 09 th 2022 National and Local Elections . Cast Button: It is used to cast ballots. Return/ Divert Button: It is used to return ballots. Headphone Port: the port to connect the headphones.
Left Side View LAN Port: use to connect the BGAN Main SD Card slot A: where the main SD card is inserted Backup SD Card slot B: where the backup SD is inserted . Serial Number sticker
The ports marked with the icon will not be used in the Philippines Election. Back View Back-up Battery Port: port to connect the backup battery for the VCM to operate, even in case of a power outage USB Ports: The Universal Serial Bus (USB) port is used to connect the USB transmission device. DC Port: The Direct Current (DC) port is used to connect to the main power supply. Power button: This button is used to turn on the VCM.
Bottom View Ballot exit slot: It is used to eject valid ballots. from the ballot exit during scanning Ballot diversion slot: use to eject invalid ballots. This will not be used in 2022 NLE Lock flaps: This interlocks with the ballot box. Speaker: is used to play the audios.
VCM Components and Peripherals iButtons : gives access to the users when it is tapped in the ibutton receptacle. PIN Codes: use to authenticate the users and grant access to VCM functions . SD Cards: Main SD card should be inserted in slot A and the Backup SD Card must be inserted in slot B . Both SD cards serve to store the electoral data . Thermal Paper: The official thermal paper will have the COMELEC logo and is loaded in the thermal paper compartment. Reports will be printed as well as Election Returns and voter's receipt .
VCM Components and Peripherals VCM Electrical Adaptor: Regulates the voltage input from the direct current to the VCM . Power Cord: To connect the VCM electrical adaptor to the power outlet . 3/2 Prong adaptor: This might be required to connect the VCM Power Cord to the power outlet .
VCM Components and Peripherals Cleaning Sheets: Special sheets designed to clean the VCM scanner . Top Cover: Designed to cover the ballot box and mount the VCM over it . Ballot Box: Designed to store the ballots cast .
How VCM Counts Checks for the presence and v alidity of security marks , such as timing mark , UV ink If not valid, ballot will be rejected Checks configuration in the SD card if matched with the ballot Clustered Precinct If not matched, ballot will be rejected
Checks circle with mark and determine if the mark reached the mark threshold as indicated in configuration If threshold is reached, vote for the candidate will be counted If mark is below the configured threshold, vote for the candidate will NOT BE COUNTED How VCM Counts
OVERVOTE If more than the allowed number of seats for the position is voted (NO candidate in the position will be counted) UNDERVOTE If less than the allowed number of seats for the position is voted (ALL votes for the voted candidates will be counted) How VCM Counts
Election Information (name of election, date, place, clustered precinct) and machine ID Vote Receipt The voter after accomplishing the ballot, feeds the ballot in the VCM and VCM generates Voter Receipt List of voted candidates per position Codes that link to the specific election data file
VCM Installation
I. PRELIMINARY PROCEDURES b. Show to the public that the VCM slots labeled "A" and "B", where the main and back-up SD cards are individually stored respectively, are sealed. a. Retrieve the VCM from its box.
Setting up the Ballot Box – Top Cover 1 Place the top cover on top of the ballot box by snapping the sides. Note: Make sure the ballot box is empty before placing the top cover. 2 Make sure that all sides are locked. Note: Push down in each lock until a snap will be heard. There are 12 locks around the top cover. I. PRELIMINARY PROCEDURES 3 Open the lid that covers the ballot slots then p lace the VCM properly on top of the ballot box.

Enroll the name of the assigned EB Chairperson: Press ASSIGN button Enter the BEI Chairperson name Press ASSIGN Do the same procedure with the EB Poll Clerk and Member To replace the registered name, press the REMOVE button corresponding to the name of the EB Member. Press the CHECK MARK ( ✓ ) at the bottom-right of the screen to automatically print the Initialization Report.
II. OPEN VOTING The VCM will generate Initialization Report. This report will show Zero (0) vote for each candidate including the geographic information, machine ID, clustered precinct ID, VCM status, number of registered voters, number of voters who actually voted, and number of valid ballots cast.
II. OPEN VOTING 5. After printing the Initialization Report , the VCM will display the message "OPEN POLLS COMPLETED SUCCESSFULLY"; "THE DEVICE STATE HAS BEEN UPDATED" with DONE button. Press DONE button. 6. Detach the Initialization Report . The EB Chairperson, Poll Clerk, Third Member, including the representatives of the political parties, candidates, or citizens' arms present, shall affix their signatures thereon. Place the Initialization Report in the envelope (FTS Envelope) provided for the purpose.

III. GO TO VOTING From the Election Menu, press the GO TO VOTING button. The VCM will print the Status Report and will then display the message, "GO TO VOTING COMPLETED SUCCESSFULLY."; "VOTING HAS BEEN ENABLED ON THIS DEVICE." with DONE button. Press DONE button. The VCM is now ready to accept ballots. At this time, the VCM screen will display the message "TO GET STARTED, INSERT ONE BALLOT AT A TIME, IN ANY ORIENTATION INTO THE SCANNER SLOT" .

After the voters have cast their votes, the Poll Clerk will place iButton on top of the iButton receptacle, apply slight pressure thereto, after which the VCM will display message “SELECT THE PROFILE TO AUTHENTICATE”. Select EB MEMBERS . Select EB Poll Clerk Input the PIN Select EB Third Member Input the PIN
IV. CLOSE VOTING 2. The VCM shall then display the Election Menu. From the Election Menu, choose the option CLOSE VOTING . 3 . "INPUT PIN FOR EB POLL CLERK TO CONFIRM THE EXECUTION OF CLOSE VOTING". 4 . "INPUT PIN FOR EB THIRD MEMBER TO CONFIRM EXECUTION OF CLOSE VOTING".
IV. CLOSE VOTING The EB Chairperson shall p ress NEXT Place iButton on top of iButton receptacle Wait until the VCM displays the message, “ PLEASE INPUT THE ROLE PIN ”. The EB Chairperson shall now enter his/her role pin. The message "DIGITAL SIGNATURE SUCCESSFULLY ADDED“ will appear \
IV. CLOSE VOTING 10. The VCM shall again, " DO YOU WANT TO ADD A SIGNATURE TO THE ELECTION RESULTS? (REQUIRED SIGNATURES: [NO. OF SIGNATURES]" along with the “DIGITAL SIGNATURES ALREADY ADDED: 1” and the YES and NO options. The EB Poll Clerk shall press YES . 11. Repeat the procedure of adding digital signature until all members of EB are finished 12. The VCM displays the message, "CHANGING THE VOTING MACHINE STATE TO CLOSED" . The VCM shall automatically print the eight (8) copies of the Local Election Returns. 13. Detach the election returns and place them in the envelope provided for the purpose
IV. CLOSE VOTING 14. After printing the eight (8) copies of Election Returns, the system will display the message "DO YOU WANT TO TRANSMIT ELECTION RESULTS?" with YES or NO options. Choose NO . 15. The VCM will automatically print the 22 copies of the ERS. 16. Once the printing of the 22 copies of ERs is complete, the VCM will automatically print the Statistical Report.
