INTRODUCTION

Port Capinpin, located in Orion, Bataan, plays a strategic role in maritime transport
within Central Luzon and the greater Manila Bay area. As regional development
continues to accelerate and demand for efficient intermodal transportation
increases, the need to enhance and expand existing infrastructure becomes more
critical. Currently, Port Capinpin serves as a functional ferry terminal, linking Bataan
to Metro Manila and other key coastal destinations.
The proposed development involves the integration of a modern bus terminal, a
dedicated Roll-on/Roll-off (RoRo) ship facility, and the enhancement of the
existing ferry terminal. This intermodal transportation hub aims to streamline
passenger and cargo movement, improve travel efficiency, and provide a
seamless transfer between land and sea transport. The addition of a RoRo
terminal is particularly significant, as it will facilitate the transport of vehicles and
goods, boosting regional trade and tourism. Similarly, the bus terminal will serve
as a critical link, connecting nearby municipalities and provinces to the port,
making it more accessible to commuters and travelers.

STATEMENT OF THE PROBLEM
The primary design problem is the inadequate capacity and
outdated infrastructure of Port Capinpin, which limits its operational
efficiency and ability to accommodate future growth. This includes: -
Insufficient loading and unloading areas for cargo. - Limited storage
space and logistics support. - Inadequate passenger facilities at the
ferry terminal, leading to congestion and poor user experience.

clear vehicular circulation paths, and truck-
friendly infrastructure.

Office workers, service workers, laborers, students,
and professionals who travel daily to and from
Metro Manila or nearby cities.

DESIGN CONCEPT
As development projects move forward in coastal areas like Orion, Bataan, environmental
sustainability must be considered alongside economic progress. One of the region’s most
iconic environmental symbols is the pawikan (marine turtle), which holds ecological, cultural,
and tourism value. Bataan, particularly in nearby areas like Morong and Orion, is known for its
pawikan conservation efforts, with nesting sites along the province’s western coastline.
These sea turtles are considered an indicator species, reflecting the health of the marine
ecosystem. Incorporating the Pawikan Concept into the proposed expansion of Port Capinpin
represents a commitment to environmentally responsible and sustainable development. This
means integrating eco-friendly designs, minimizing coastal disruption, and promoting marine
biodiversity protection—particularly in areas where pawikan may nest or migrate.
Moreover, the project can adopt green port initiatives, such as proper waste management,
reduced carbon emissions from vessels, and designated marine protected areas.
The Pawikan Concept also presents opportunities for eco-tourism, environmental education,
and community involvement. By aligning port development with conservation efforts, the
project not only safeguards local biodiversity but also enhances the area’s appeal as a
sustainable travel hub. Ultimately, this approach seeks to balance infrastructure growth with
ecological integrity, ensuring that progress does not come at the cost of the natural
environment that defines Bataan’s identity.
