Current Scenario UTTAR PRADESH As per 2018 IQ Air visual report Lucknow is 9th most polluted city in the world (based on PM2.5) In a report released in May 2018, World Health Organization (WHO) highlighted that eight of ten most polluted cities were in India and four of them (Kanpur, Varanasi, Lucknow and Agra) were in Uttar Pradesh. Kanpur was named the world’s most polluted city in WHO’s list.

Lucknow is second most populous city of Uttar P radesh after Kanpur. Its population is 28,15,601 Approx area is 470.7 and population density 5981 per . There are 04 designated Industrial sites in and around Lucknow city viz., Amausi Industrial Area, Talkatora Udyog Asthan , Sarojini Nagar Industrial Area & Deva Road Chinhat Industrial Area Presently the city has more than 18 lakhs vehicles which are increasing at an average annual rate of about 9 % Considering all the factors Ambient Air Quality of Lucknow city is being monitored by the Board at 07 locations manually and at 01 location by CAAQMS with respect to PM 10 , PM 2.5 , SO 2 , NO 2 and other parameters   Lucknow Overview

NAQI Air Quality Index (AQI) is a tool for effective communication of air quality status to people in terms, which are easy to understand. It transforms complex air quality data of various pollutants like PM10, PM2.5, SO2, NO2, CO etc. into a single number (index value), nomenclature and colour .

National Ambient Air Quality Standards

Central Pollution Control Board Central Pollution Control Board (CPCB) with the help of concerned State Pollution Control Boards (SPCBs) and Pollution Control Committees (PCCs) monitor the ambient air quality in the country at 731 stations covering 312 cities and towns. This is done under the National Air Quality Monitoring Programme or NAMP. It monitors , , PM10 AND PM2.5   Ambient air quality data for 2017 under NAMP

Health Impact of air pollution Towards the end of 2018, the India State-Level Disease Burden Initiative was released by the Indian Council of Medical Research (ICMR). It highlighted following things- As per this report one in eight deaths in India was attributable to air pollution in 2017, making it a leading risk factor for death. In 2017, UP recorded the most deaths attributable to air pollution, with 260,028 lives lost. It was followed by Maharashtra (108,038) and Bihar (96,967 ). There were 6.7 lakh (670,000) deaths due to outdoor particulate matter air pollution and 4.8 (480,000) lakh deaths due to household air pollution

Government Initiative to control Air pollution In January 2019, Indian Govt. launches the National Clean Air Programme. It specifies sectoral initiatives and offers tentative targets of 20 – 30% reduction of PM 2.5 and PM 10 concentration between 2017-2024. The plan includes 102 non-attainment cities , across 23 states and Union territories, which were identified by Central Pollution Control Board (CPCB) on the basis of their ambient air quality data between 2011 and 2015 . Non-attainment cities  are those which have been consistently showing poorer air quality than the National Ambient Air Quality Standards The plan proposes a three-tier system , including real-time physical data collection, data archiving, and an action trigger system in all 102 cities, besides extensive plantation plans, research on clean-technologies, landscaping of major arterial roads, and stringent industrial standards.

CPCB has identified following 15 cities of UP as non attainment- Lucknow 15. Bareilly Kanpur Agra Prayagraj Varanasi Ghaziabad Noida Khurza Firozabad Anpara Gajraula Jhansi Moradabad Raebareli

Salient feature of action plan ( i )-The action Plan comprise of 6 major categories as given below- a)- Vehicle Emission Control b)-suspension of road dust and fugitive emission control c)-control of emission from biomass, crop residue etc. d)-control of industrial emission e)-control of air pollution from construction and demolition f)-other steps (ii)- It comprise of 58 short and long term action point. (iii)- it is to be implemented by 17 agencies

Recommandations for mitigation of Air pollution Widening of major road of city as far as possible Clearing encroachment for smooth flow Improving traffic management Encouragement for battery operated vehicle Promoting solar energy Installment of heavy dust removal system at major traffic point which may be operated during peak hours
