This first paper is a brief explanation of the composition, function and members of this intergalactic governance council. Chaired member star systems, planets and advisory boards are liststed.

Who is the Andromeda Council 
 
The  chaired  members  of  the  Andromeda  Council  comprise  a  total  of  twelve  (12)  distinct 
representative council member - races. 
 
The Council has a non-voting Chairman from the star system Zenetae, planet Tishtae, and a non-
voting  Vice-Chairwoman  from  the  star  system  Mirach,  planet  Terial,  both  in  the  Andromeda 
constellation.  These  two  people,  as  many  on  the  Andromeda  Council,  live  and  vibrate  in  a  4th 
dimension/density reality.  There is one council member per seat. 
 
Many of the member races of the Council are acknowledged throughout the Universe to be some 
of the same races that originally seeded Earth hundreds of thousands of years ago, as evidenced 
by the variety of humans on the planet today.  It is said these races have already been through 
the  process  of  transformation,  of  upliftment  -   the  elevated  vibration,  density,  and  spiritual 
consciousness of the 4th dimension. 
 
The emblem below in blue and to the right is the symbol of the Andromeda Council.

Sub-councils/Advisory Boards 
 
Members of the Andromeda Council not holding one of the senior, twelve (12) chaired seats hold 
board  positions  of:  investigation,  research,  deliberation,  and  advisement  to  the  Andromeda 
Council.  They do this on thirteen (13) unique, sub, joint councils or advisory boards.  There are 
5-6 people on each joint council or advisory board. Collectively, these advisory boards represent 
in  excess  of  400+  representative  planets  from  three  (3)  star  systems  including  Arcturus. 
Therefore,  the  majority,  the  greater  percentage  of the  advisory  board  members  come  from 
different  star  systems  &  planets other than the  planet  where  a  chaired  Andromeda  Council 
member is from.  There is a chairperson, or otherwise named, to each advisory board.  They are 
as follows:

Affiliated Councils 
 
There are also other affiliated councils, or races, some formal members of the Andromeda 
Council, some not, willing to help the people of planet Earth in its process of evolution.  
 
One of the affiliated councils is the  Galactic Federation  which  is  a  federation  of  star  
systems  and  planets of benevolent beings.  The Galactic Federation is comprised of 140 
star systems, and at present 300 planets.  It is lead by a Chairman from the Tau Ceti star 
system which itself has a formal seat, the 10
th
, a senior chaired member of the Andromeda 
Council.  The Federation's lead planet is - Xeta.  
 
It is expected over the course of the next few years as planet Earth adjusts to its new life in the 
4th  dimension  -  as  well  as  being  part  of  a  greater family  of intelligent life that  is  thriving  across 
the  cosmos -  planet  Earth  will  be invited as a single member to join the Galactic Federation.   
The  blue  symbol  with  a  star  in  the  center  to  the  upper  right  -  is  the  symbol  of  the  Galactic 
Federation.
 
 
 
Earth Changes – Andromeda Council - assistance, help, mentoring 
 
The  speeding  up  of  this  solar  system &  its planets, including Earth, their upliftment into the 
4th  density,  resulting  in  major  geophysical  events and dramatic  changes  to  planet  Earth,  these 
are projected to begin:  mid-October 2011, expected to reach full strength December 2012, thru 
March 2013 when the final tilt of the 90 degree shift of Earth's crust happens with the present day 
equator  moving to a new North/South orientation, continuing throughout 2013, and will begin the 
completion of this cycle by the end of October, winding down in December 2013... one year later.  
 
It is expected Earth will begin to settle into its new 4th dimension vibration existence in January 
2014.  
 
To  assist  and  prepare  all  Earth  humans  to  make  the step-up,  the  “upliftment”,  in  spiritual 
awareness  &  consciousness  to  the  4th  dimension  as  Earth  is  about  to  cross  the  equatorial 
galactic plane –  
 
The  Andromeda  Council  has  committed  many  resources,  trained  people,  ships,  counselors, 
advisors  in  many  areas  of  expertise  to  help  Earth  people  through  the  various  stages  of 
adjustment  &  growth.   They  will  do  this  by  mentoring,  teaching  and  helping   Earth   humans   to 
evolve  emotionally,  intellectually, physically, socially & most important spiritually.   
 
They  will  remind  Earth  people  of  the  truth  &  reality  of  their own  origin  as  sacred  sparks  of 
Creation... as free sovereign souls, free sovereign human beings.  
 
They will  teach Earth people by example:   they   will   use   significant,   selective  acts  of  love  and 
kindness, some seen & unseen, for the people of Earth... for their brothers and sisters on this tiny 
blue world.  
 
They will teach Earth people the most powerful ‘force’ in the Universe by far is:  love.  
 
They will quietly visit Earth and introduce themselves, sharing what their lives are like, who they 
are, how they live, speaking directly with people on this planet from every walk of life.   Very much 
a reintroduction of old friends and family. 
 
The time line projected for this contact & visitation:  the most accurate date is now projected to be 
sometime late 2011, continuing through 2012 / 2013, as needed, depending on the pace of their 
progress in reconnecting with humanity around the globe.
