LOGISTICS PLANNING

Definition of Planning
A documented method by which a thing should
be done.
Plans should be written down. Otherwise, there will
be no way of establishing what is to be done, who will
do it, when to start doing the tasks involved, what are
you doing or who is doing what.
A listing of a course of action by a tasked group
or groups; or individuals in order to reach a
certain goal

Budget Call by DBM
Involves the Agency’s Over-all Strategic
Plan; and

the Work Financial Plan (WFP)
contains:
initial list of projects of end-user
corresponding estimated
budgetary requirements
the WFP will support the Budget
Proposal submitted to DBM and
becomes basis for the proposed
PPMP

 Within fifteen (15) days from
the date of issuance of the Agency
Budget Matrix (ABM) during the first
quarter of the fiscal year, the end-
user shall finalize the PPMPs to
reflect the budgetary allocation for
their respective PPAs, as provided in
the ABM

The final PPMPs shall be submitted
to the BAC Secretariat for the
finalization of the proposed
Procuring Entity’s APP which will be
then submitted to the
HOPE for confirmation or
approval

(PPMP)
Serves as guide document in
the procurement and contract
implementation

procurement
monitoring

PPMP
Deals with:
planning for the procurement of
project requirements
bidding or procurement strategy
source selection
delivery and payment schedules

other major milestones

Annual Procurement Plan (APP)
Consolidation of all PPMPs submitted
by the various end-user units within the
Procuring Entity within the calendar
year.
Prepared by the BAC through the BAC
Secretariat upon submission by the
end-user units of their respective
PPMPs and finalized after the ABM has
been approved by the DBM.

The APP shall subsequently be
submitted by the BAC for approval
of the HOPE.

The individual PPMPs and the APP
shall be regularly reviewed and
updated at least once every six months.
The APPs of decentralized procuring
entities would have to be submitted to
the central office for information and
monitoring purposes.

procurementsincludedintheapprovedAPP
shallbeundertaken.
Shallincludeonlythoseprocurementsthatare
consideredcrucialtotheefficientdischargeof

Inpursuitoftheprincipalmandateofthe
agency
Factors to consider by the BAC in
preparing the APP

Shall include provisions for
foreseeable emergencies
based on historical records.

Scheduling of procurement activities
should be done in such a manner that
the BAC and the other offices/units
involved in the procurement process are
able to efficiently manage the conduct of
the procurement transactions.

Procurement Strategy
Refers to the approach that will
be adopted by the BAC in the
procurement of the goods,
infrastructure projects and
consulting services included in
the APP.

Format of the APP
Shall contain the following information:
Name of the project/procurement;
End-user unit;
General description of the proj/proc;
The procurement methods to be
adopted;
The time schedule for each
procurement activity; and
The ABC.
