We EDUcate, we CARE COLLEGE OF EDUCATION MANAGEMENT is the act of managing people and their work, to achieve a common goal by using the organization’s resources. It creates an environment under which the manager and his subordinates can work together for the attainment of group objectives. It is a group of people who use their skills and talent in running the complete system of the organization. It is an activity, a function, a process, a discipline, and much more. Planning, organizing, leading, motivating, controlling, coordinating, and decision-making are the major activities performed by the management to bring together the 5M’s of the organization, i.e. Men, Materials, Machines, Methods, and Money. It is a result-oriented activity, which focuses on achieving the desired output.

The main function of administration is the formation of plans, policies, and procedures, setting up goals and objectives, enforcing rules and regulations, etc. The nature of administration is bureaucratic. It is a broader term as it involves forecasting, planning, organizing, and decision-making functions at the highest level of the enterprise. Administration represents the top layer of the management hierarchy of the organization. These top- level authorities are the either owners or business partners who invest their capital in starting the business.

In Human Resource Management , it involves coordinating, managing, and allocating human capital, or employees, in ways that move an organization's goals forward. Financial resources is the resources from which the school obtain the funds they need to finance activities. In public learning institution there sources are: 1. General Appropriation Act (Budget of the schools known as Maintenance and Other Operation Expense or MOOE), 2. Special Education Fund, 1% share from real property tax of LGU granted to School Board for the use of public schools, 3. Donations from NGOs, business enterprises or corporations, and alumni. In private learning institution , capital in the form of stocks from the owners and private donations.

We EDUcate, we CARE COLLEGE OF EDUCATION Resource Management Financial resource management is the process of planning and utilization of school funds in accordance with the existing laws, policies and procedures, rules, regulation and guidelines to provide learning outcomes and delivery of quality education. Physical resources are any items the school currently owns. These include school buildings, library, laboratories, furniture, equipment, technology, curriculum materials, textbooks, and any other materials within the school. Physical resources management is the utilization of school’s physical resources to provide the proper school environment that is most conducive to effective teaching and learning Information resources are the data and information used by the school that serve as basis for management and administration and those data and information relating to the achievements, activities, programs, and projects. A collection of valuable information generated by school activities. In a broader sense, it also includes related equipment, personnel and capital .

The principles of transparency and accountability is to be strictly observed especially in managing public schools. So that the principal is expected to know all the laws, memorandums, and instructions, relating to the management of all the school resources. Hence, if there are lapses in decisions and violations of laws and instructions the school heads cannot use GOOD FAITH as a defense to excuse themselves form accountability and consequently from liability.

We EDUcate, we CARE COLLEGE OF EDUCATION Trifocalization of the Philippine Education The Joint Congressional Commission (EDCOM) was mandated to study and review the condition and situation of Philippine education which according to the committee, Philippine education is deteriorating, due to the following: Government was not investing enough in our education system Education establishment was poorly managed Limited access to education by a large part of the population Inadequate investments to teaching materials and learning resources in primary education institutions Lack of curriculum upgrading Industry coordination and market focus in the case of both tertiary and tech-voc. Institutions, which have resulted to job mismatch and poor job placement of graduates.

Activities are more centralized and committed in the production of graduates, who are globally competitive, morally upright, and responsible citizens of our country. The level of cognitive, affective, and psychomotor skills presented and performed by the learners are within their capacity. Furthermore it made the allocation of resources easier. Budget for each department are distributed based on the objectives and viability of the plans presented considering the availability of resources.
