what is bmf ? Organization that foresee an inclusive, barrier-free and rights-based society for person with disabilities all over Asia and the Pacific region in terms of their education, employment, economic and social life.

history It was declared in “the High-Level Intergovernmental meeting” on 25-28 October 2002 in Shirga , Japan that was organized by United Nation Economic and Social Council. It also carried on proclaimed the declaration of the Asian and Pacific Decade of Disabled Persons, 1993-2002 for another decade, 2003-2012. BMF was named after “Biwa lake” located in Shiga, Japan.

Main aims of bmf Inclusive : promoting disability-inclusive development Barrier-free : normal persons and disabled persons were not segregated from each other. Rights-based society : Reinforcing a right-based approach to disability issues.

principles and policy directions of the bmf The government in signatories direction of BMF must: Implement policies regarding the equal opportunities to disabled people in areas of education, health and employment Support the organization of disabled people and consult them when constructing the new policies Ensure accurate and reliable data on the statistic of disabled people

PRIORITY AREAS CRITICAL ISSUES TARGET ACTION REQUIRED Each contains:

1) SELF-HELP ORGANIZATION ACTION : International Funding Agencies and NGOs should give funding and other to disabilities people. ISSUE: Disabled people are the most suitable to support, inform and advocate for themselves. TARGET: Government, International Funding Agencies and NGOs

2) Women disabilities ISSUE: Possibility of physical and sexual misuse, rejection of their reproductive rights, and lack of opportunity to have family life by getting married. ACTION: Organize awareness programme to enhance the status of women. TARGET: Government and National Self-help organizations .

3) EARLY DETECTION AND EDUCATION ISSUE: Education for children with disabilities dominantly found in urban areas and is available to limited numbers of children. TARGET: Children and youth with disabilities ACTION: Government enact legislation with enforcement mechanisms, to mandate education for all children including children with diasbilities

4) Training & employment ISSUE: Persons with disabilities and especially women, youth and those in rural areas remain disproportionately undereducated, untrained and unemployed TARGET: At least 30 percent of all vocational training programmes inclusive of persons with disabilities get appropriate support and job by 2012 ACTION: Governments should examine or enact anti-discrimination legislation, where appropriate that protects the rights of workers with disabiliti es .

5)Build environments and public transport ISSUE: Inaccessibility to the built environment including the public transport system. TARGET: All new and renovated public transport system ACTION: Ensure the accessibility needs of persons with disabilities be included in all rural or agricultural development programmes.

6) Access to informations and communications ISSUE: The rapid development of ICT has given rise to unanticipated problems for persons with certain disabilities. TARGET: By 2005, persons with disabilities should have at least the same rate of access to the internet and related services as the rest of citiens in a country of the region. ACTION: Governments in collaboration with other concerned agencies should support computer literacy training and capacity building for persons with disabilities .

7)Poverty alleviation through capacity building, social security, and sustainable livelihood programmes ISSUES: Persons with disabilities have been prevented from accessing entitlements available to other members of society TARGET: Governments should halve, between 1990 and 2015, the proportion of persons with disabilities whose or consumption is less than one dollar a day ACTION: Establishment of appropriate social protection schemes

Strategies to achieve the targets of the bmf Promote National Plan of Action (5 years) on disability Promotion of a rights-based approach to disability issues Comprehensive and integral international convention to promote and protect the rights of persons with disabilities Disability statistic /common definition of disabilities for planning Strengthened community-based approaches to the prevention of causes of disability, rehabilitation and empowerment of persons with disabilities
