SDMX
01 Introduction
Thailand has a decentralized statistical system
TNSO does not have the legal authority to release important statistical data
2020
TNSO has proposed SDMX as the national statistical data
exchange standard.
TNSO adopted SDMX to
enhance the
government data
catalog as a national
platform.
Data exchange standards in Thailand

02 Implement SDMX process
Stay updated
Start with the SDMX documentation, Look for
online courses or webinar on the SDMX website
Practice simple examples
How to get started with SDMX in TNSO?
Understand the basics
Study real-world use cases
Join the comunity
Build and refine projects
Creating small projects using SDMX to get hands-on
experience.
Analysing how sdmx is used in real applications. look at case studies
or open source projects that implement SDMX to understand practicel
applications and best practices.
Participate in SDMX forums or online communities to ask questions,
share your projects, and learn from others. Engaing with the community
can provide insights and help resolve issues your encounter.
Work on more complex projects and try to
incoporate SDMX into larger applications.
Refine your projects based on feedback and
new knowledge.
Follow SDMX updates and news to stay
informed about new features and
improvements

TNSO uses the Fusion Metadata Registry (FMR) to manage
metadata in compliance with the SDMX standard.
FMR enables government agencies to view and TNSO to edit
metadata through a web interface, accessible at
https://sdmx.nso.go.th/.
TNSO has developed a Statistical Data Sharing Hub at
https://stathub.nso.go.th to provide datasets according
to the SDMX standard.
The .Stat Suite tool is part of the Statistical Information
System Collaboration Community (SIS-CC), supported by
the Organisation for Economic Co-operation and
Development (OECD) in collaboration with Eurostat.
The tools chosen for managing statistical data in line with the SDMX standard.

TNSO will integrate data files into
the data structure for publishing
on Stathub (Statistics Shring Hub)
TNSO promotes the use of the SDMX
standard for structuring data files by
agencies and encourages them to publish
these files in their Agency Data Catalog
The agency shares its statistical
datasets (SDMX-CSV) in its Agency
Data Catalog and registers them in the
government data registry.

500 government officials from central and regional offices
completed online training on SDMX data management
Annual SDMX data management training for 40 government
officials, 2 days per batch (since 2020)
Officials from 13 government agencies received hands-on
training in creating SDMX-compliant statistical data
TA-9646 Data for Development (Phase 2)
Publish video clips to
promote knowledge and
understanding of SDMX
standards among
government officials through
online media.
ADB, UNSD and ESCAP provide support for the implementation
of SDMX standards to government agencies in Thailand
Encourage government staff
to participate in e-learning
courses on SDMX standards,
organized by international
organizations.
Five pilot agencies have collaborated to develop and publish
structured datasets that are now ready for exchange
according to international standards, using the agency's data
registry system.

Activities carry out during the years 2020-present
02 Implement SDMX process

Knowledge Gaps in SDMX
Organizational Resistance to Change
Differences in Readiness
Sticking to Old Data Formats
Not all government staff are familiar with SDMX. This
lack of knowledge can slow down the process and
lead to mistakes, so ongoing training is essential
Public sector organizations can be slow to change.
Adopting SDMX means altering workflows, and it
can take time for everyone to get on board.
Government agencies vary in how ready they are.
Some are well-prepared, while others might not
have the necessary resources, making it harder to
implement SDMX uniformly
Many agencies still use old, unstructured formats
like PDFs, XLSX. Moving to SDMX requires a shift
to structured formats, which can be a tough
transition.
Cross-Agency Collaboration and
Communication
Strategic Transition Planning
Collaboration and communication across
departments and agencies are critical. Implementing
SDMX typically involves multiple agencies, so it’s
essential that everyone is aligned and working
towards the same objectives for the transition to be
successful.
there should be a clear strategy for managing the
transition from old formats to SDMX-compliant
structures. This includes setting realistic timelines,
providing adequate support, and ensuring that the
new system integrates well with existing
workflows.
03 Key Challenges
11

Empower the statistical Unit
offer straightforward training,
provide the necessary tools, and
start with manageable pilot projects
while ensuring leadership support
and aligning the initiative with the
organization's goals for a smoother
and more effective transition.
Networking
Engage with relevant SDMX
communities and networks to connect
and exchange experiences with other
SDMX users, both within the country
and internationally.
Sharing knowledge and experiences
can help strengthen understanding
and proficiency in using SDMX
To propose SDMX as a national
standard
present its benefits to relevant national
committees, align it with national data
strategies, and build consensus among
key stakeholders. Then, seek approval
from decision-making bodies to
formalize its adoption.
12
04 Next Steps

Government agencies that are dataset
owners prepare key statistical data sets
to meet the country's needs for inclusion
in the agency’s Data Catalog
Government agencies manage data
resources (data files) to ensure they are
structured according to the SDMX
standard for the agency's key statistical
datasets.
Government agencies create statistical
datasets for the agency's data catalog
and register them in the government data
catalog system
The TNSO develops data structure
specifications in accordance with the SDMX
standard.
The TNSO has improved the data structure
to support government strategies and
provide services through stathub.nso.go.th
Everyone utilizes standardized SDMX
statistical data for advanced analysis,
supporting artificial intelligence systems
The 6-step process to drive statistical data to meet the SDMX standard.

05 Conclusion
How We Are Using the SDMX Standard
National Infrastructure: Government Data Catalog
National Statistical System
Data Governance and Stewardship at TNSO
Promote Usage and Awareness of the SDMX Standard
Encourage users to access statistical data through the Statistics Sharing
Hub with SDMX-API and SDMX-CSV
Guide and assist government agencies in managing statistical data
using the SDMX standard.
Advocate for adopting SDMX as the national standard for statistical
data exchange.
