OBJECTIVES: At the end of the session, the participants will be: Oriented on the new Standards for Day Care Center or Child Development Centers . Able to differentiate the old standards from the new standards. Able to identify the process and new terms used in the new guidelines.

Why quality standards matters: Providing quality standards in ECCD is both a right issue of young children and the foundation of their development Quality early education helps prepare young children for success in school and later in life.

What quality looks like NAEYC describes a high-quality program as providing “a safe, nurturing environment that promotes the physical, social, emotional and cognitive development of young children while responding to the needs of families.” Such a program depends greatly on the quality of the interactions between the child and the teacher.

ECCD in the Philippines: Legal Basis R.A. 10410 or “The Early Years Act of 2013” Section 2: Declaration of Policy PD 603 (Child & Youth Welfare Code) PD 1567 (Establishing a Day Care Center in every Barangay) RA 6972 (An Act Establishing a Day Care Center in Every Barangay, Instituting Therein a Total Development and Protection of Children Program) Republic Act No. 8980 An Act Promulgating a Comprehensive Policy & a National System for Early Childhood Care & Development (ECCD), Providing Funds Therefore & for Other Purposes

Legal Basis R.A. 10410 or “The Early Years Act of 2013” Section 2: Declaration of Policy Section 3: Objectives. – The National ECCD System shall pursue the following objectives: (f) To upgrade and update capabilities of service providers and supervisors to comply with quality standards for various ECCD programs; ( i ) To improve quality standards of public and private ECCD programs through, but not limited to, a registration and credential system, for ECCD service providers and facilities;

External Evaluators The DSWD Regional Office organizes and deputizes the evaluator or a team of evaluators depending on the size of the CDC/LC. CDC/LC Recognition Process

Assessment Tool General Information of the Center Overview : Standards, Guidelines and Indicators found in the Tool and Instructions on how to rate Methods for Gathering Information i. Observation (O) ii. Interview (I) of Center staff and or partners/stakeholder iii. Document Review (DR): Child’s Personal Data, Physical Health Inventory, Child’s Nutritional Status, Center’s Policies, Curriculum Guides, Teaching-Learning Activities, Classroom Program/Routines, etc. Evidences to be Gathered by the Team of Evaluators

The rating for each indicator/sub-indicator is given a maximum of “1” for compliance and “0” for non-compliance The Center has to meet the 75% compliance in all the 7 areas to qualify for the “Granting of Recognition” Scoring

The Evaluator(s) shall Defer the Recognition of the CDC/LC that does not comply with the needed requirements and shall be given one (1) year to comply with the deficiency. When the number of years for its Recognition has lapsed, the Center has to file again its Letter of Intent to seek Accreditation at the Mayor’s Office through the C/MSWDO. The Guidelines for the Accreditation shall be developed after one (1) year utilization of the Guidelines.
