Ministry of Health and Family Welfare ( MoHFW ) National Tobacco Control Cell Works by : Policy formulation Planning Implementation Monitoring Evaluation of different activities under NTCP

Programme supervised by incharge from MoHFW ( Joint Secretory / Director ) Technical assistance by Deputy Director General / Chief Medical Officer . Launched by MoHFW , India. In 2007-2008 ( during 11 th five year plan ).

Objectives are as follows : To bring about greater awareness about the harmful effects of tobacco use and about the Tobacco Control Laws. To facilitate effective implementation of the Tobacco Control Laws.

Reduce the production and supply of tobacco products. Ensure effective implementation of the provisions made under “ The Cigarettes and Other Tobacco Products (Prohibition of Advertisement and Regulation of Trade and Commerce, Production, Supply and Distribution) Act, 2003” (COTPA) and

Helps the people quit tobacco use through Tobacco Cessation Centres .

Scope of the National Tobacco Control Programme : Mainly at primodial and primary level. Training of health and social workers, NGOs, school teachers, enforcement officers etc. Information, Education and Communication (IEC) activities. School Programmes .

Monitoring tobacco control laws. Co-ordination with Panchayati Raj Institutions for village level activities. Setting-up and strengthening of cessation facilities including provision of pharmacological treatment facilities at district level.

The NTCP is presently under implementation in 21 states covering 42 districts (2 districts per state). From next 12 th five year plan, whole country will be covered . Regular monitoring at national and state level. Guideline brochures provided by NTCP.

What is COTPA? COTPA stands for the “Cigarettes and Other Tobacco Products Prohibition of Advertisement and , Regulation of Trade and Commerce , Production, Supply and Distribution. Act in 2003.

The Act is applicable to all products containing tobacco in any form. The Act extends to the whole of India including the state of Jammu and Kashmir.

Impose restrictions on advertisement, promotion and sponsorship of tobacco products , Prohibits smoking in public places ; Prohibits sale to and by minors; and

Prohibits sale of tobacco products within a radius of 100 yards of educational institutions, and Mandatory depiction of specified pictorial health warnings on all tobacco product packs. It doesn’t ban tobacco products per se.

However, the Production, Sale, Storage and Distribution of food products containing tobacco or nicotine such as Gutkha have been prohibited under The Food Safety and Standards (Prohibition and Restrictions on Sales) Regulations, 2011 dated 1st August 2011.

Second hand smoke: from exhaled smoke or burning end of cigarrate . Third hand smoke : The residue from tobacco smoke that clings to virtually all surfaces long after a bidi / cigarette has been extinguished could prove to be a potential health hazard . The biggest risk is to young children .

Smokeless tobacco ( SLT) A ll tobacco products that are consumed in an unburned form. Smokeless tobacco can be used orally or nasally. In India used as chewing tobacco, with or without lime. Gutkha , Khaini , Zarda etc. are all examples of such use. Snuff is an example of the nasally used form.

What is GATS ? Global Adult Tobacco Survey. Monitors adult tobacco use. Tracks key tobacco control indicators. Nationally representative survey. Uses consistent and standard protocol across countries including India. Assists countries to generate useful datas .

GATS-1 in 2009-10. GATS-2 in 2016-17.
