ALS gives second chance education Guided by the D.O. # 23, s. 2022 (NCLB) policy RA # 11510 (2020)- ALS Act RPIR (2025) – South I District recorded 31.53% completion rate (134 out of 425 JHS learners). Division (27.16%), Region (40%), National (50%) Factors contributing to this stated by ( Wayas & Dinoro 2023) and (Albert, 2024) Study grounded in Transformative Partnership Theory (Anderson, 2021) DM # 070, s. 2023 – Absence of MOOE Instead (TTA & IM) C ontext and Rationale

To address low completion rate in South I district through developmental skills training by tapping identified ALS Providers Propose Action Plan that could benefit in broader perspectives Purpose of the Study

How does the support extended by ALS providers through developmental skills training influence learners decision to complete the junior high school ALS program? Research Objectives To identify the support extended by ALS providers throughout the implementation of developmental skills training. To identify the influence of developmental skills training on learners' decision to complete the program. To propose an action plan based on collaborative practices to improve the junior high school completion rate. Action Research Question

Innovation - collaborative implementation of developmental skills training involving ALS implementers and recognized ALS providers in South I District. (RA # 11510-ALS Act) Intervention - delivering developmental skills training both in school based and CLC such as organic product and basic hairdressing. (DO # 007, s. 2025) Strategy -partnership and coordination with recognized ALS providers (leveraging expertise and resources) to promote long-term sustainability and increase completion rate Proposed Innovation, Intervention, and Strategy
