Mindoro State University Researcher: Marie Joy S. Mercado - MAED Student INNOVATING RECORD MANAGEMENT STATUS OF PUBLIC SECONDARY SCHOOLS IN BANSUD DISTRICT: BASIS FOR PROPOSED LEARNERS CREDENTIAL SYSTEM
ABSTRACT This research explores the experiences of secondary schools in the Bansud District regarding their records management status, aiming to guide their adaptation to the digital age and leverage innovative practices. The study identifies that the current status of school records management is suboptimal in data management, security, and accessibility. Inefficient data practices lead to inaccuracies and repeated tasks for teachers, while inadequate security measures expose sensitive student data to risks. Limited accessibility hinders prompt decision-making and academic planning. Challenges in implementation, such as inadequate training and outdated systems, result in inefficiencies, while issues in storage and safekeeping pose risks of data loss and unauthorized access. The study highlights a low level of innovation in digital encoding compared to manual processes, missing opportunities to improve accuracy and accessibility through technology. A strong correlation exists between the difficulties in records management and its overall status. Schools facing poor records management experience higher prevalence of inaccuracies, inefficiencies, and data integrity risks. Addressing these deficiencies is crucial for adopting innovations and improving records management practices. The proposed learner credential system aims to enhance records management efficiency among secondary schools in the Bansud District. The study recommended the Department of Education (DepEd) develop comprehensive guidelines for records management, encourage the integration of digital tools, and provide training for teachers on data management and security. Local Government Units should support schools in upgrading hardware and network capabilities. Implementing a tailored Student Credentials Process and System, prioritizing data management, security, and accessibility, is crucial for improving operational efficiency and educational outcomes. Further research on best practices in school records management using other variables is suggested. Keywords : school records management, learner credential system, challenges.
STATEMENT OF THE PROBLEM This study focused on innovating record management practices of public secondary schools in Bansud District: Basis for student credential process and system Specifically, this sought answers to the following: 1.What is the status of school records management in terms of: data management; security and functionality; and accessibility? 2.What is the extent of challenges encountered in the school records management in terms of: Data provided; Implementation; and Storage and safekeeping? 3.What is the extent of school innovation in terms of: digital encoding; manual encoding ; recording; and disposal? 4.How does the status of school records management influence its challenges and innovations? 5. Based on the challenges, what student credential process and system may be proposed?
CONCLUSIONS The school records management in Bansud District secondary schools was suboptimal in data management, security, and accessibility. Inefficient practices lead to inaccuracies, repetitive tasks for teachers, and challenges in information retrieval. Inadequate security measures expose student data to breaches and unauthorized access, while limited accessibility hampers decision-making, academic planning, and monitoring of student progress. Schools in the Bansud District face considerable challenges in various aspects of records management—data provision, implementation, and storage and housekeeping—the emphasis on quantitative data over qualitative aspects and the technological and resource constraints are particularly pressing issues. Addressing these challenges requires a comprehensive approach, involving updates to technology infrastructure, better resource allocation, and a balanced focus on all dimensions of student performance. The status of school records management significantly influences the extent of challenges faced. The Bansud District schools prioritize improvements in their records management systems, focusing on technological upgrades, resource allocation, and comprehensive data strategies despite budgetary constraints so that they can reduce inaccuracies, enhance efficiency, and protect data integrity, ultimately supporting better educational outcomes and smoother operational processes. A proposed learner credential system will be effective and result in efficient records management among secondary schools in Bansud District.
RECOMMENDATIONS Schools through their respective division offices must utilize a cloud-based SMIS that allows real-time data entry and retrieval, reducing inaccuracies and repetitive tasks with strong encryption methods, user authentication, and access controls to protect student data. And ensure the system is accessible to authorized personnel from any location, facilitating better decision-making and academic planning. School Administrators or Principals must focus and invest in modern hardware, reliable internet connections, and backup solutions and adopt comprehensive cybersecurity measures including firewalls, anti-virus software, regular security audits, and data encryption. Schools should conduct regular training sessions for teachers on the use of the SMIS, data privacy laws, and cybersecurity best practices and offer continuous professional development opportunities and create a helpdesk for ongoing support. Further research may be conducted on the efficiency of school records management best practices using other variables.
