2. community empowerment (CE)

Definition

Refers to building capacity in the community to
gain understanding and control over personal,
social, economic & political forces to improve
life situations and to promote good health and
become self reliant.

= Training community members to manage their

* Electing good leaders in the community.
People who are capable of taking on

* Setting up projects in the community. E-g
income generating activities to alleviate
poverty in the community.

+ Educating the young ones to learn how to
manage health related issues e.g how to
prevent diseases, prevent malnutrition.

+ Community empowerment involving gender
main streaming,

+ Involving community extension workers to
teach people activities which can alleviate
poverty and become self reliant. E.g
agricultural advisory should reach out in
homes to teach about crop farming & animal
husbandry to generate income for their
families.

+ Security: people will learn how to keep their
property and sustain them.

+ Monitoring and evaluating the already
established projects. People should be trained
to ensure that they look after the projects
established in the community and also to
evaluate their outputs via poverty alleviation.

4. Indicators for community
empowerment

Community empowerment is reflected through

the following;

+ Community coming together for mutual
assistance to overcome challenges related to
poor health

+ CE removes barriers to full participation

+ Empowered people are able to strengthen
partnerships with government, civil society
and amongst them selves

+ CE helps to address collective needs ina
supportive environment

+ People who know what to do will keep on
helping each other using appropriate
strategies to address those priorities

+ Community participation in a meaningful form

is achieved following CE

Empowered people can easily get resources

and utilize them well.

5. Elements of community
empowerment

+ Working with communities. When health workers
bring communities on board and members
participate they in activities. This means that
they will take on such activities even after
departure of health workers.

+ Sustaining the projects implemented in a
community is one of the indicators of CE

Shaping policy and creating an enabling

environment. Empowered people can look

through the policies and use them, revise them to

suit their needs. It helps to create a favourable

working environment.

+ Strengthening collectiveness. The do activities
as a team and no stone is left unturned e.g
prevention of diseases, ensuring safe water,
good health is observed.

+ Promoting a human rights network: if people
know what to do and allowed to do it, they
respect them selves and others; they will
always put rights into consideration,

+ Developing a spirit of togetherness. With this
they will achieve the smart objectives they set
up

7. LEVELS OF COMMUNITY
EMPOWERMENT

1. Grass root CE:
communities can be empowered from the grass
root.
2.Institutional level
The community can be empowered basing on a
given institution within the community
3.Proffesional level
Professionals can come together and form
bodies which can help them manage day to day
community affairs.

4. National level:
Community empowerment can be at national
level. All people can be skilled or their capacity
built i.e to look after community related projects
at national level.
