INTRODUCTION Condemnation is an act of judging material which could not be used within its shelf life, deteriorated and declared unfit for use, became obsolete or banned due to legal provisions are considered for disposal.

Items having high cost of repairing than its current value after depreciation and life of equipment. These equipment are in working order but cannot be put into use being outdated and require replacement due to rapid improvement / change in design. These are non functioning and its parts and services are no longer available equipment. Equipment that has been damaged by contamination. These are functional items but are not required for use and lying in the stores for more than 5 years. These are included empty containers, crates, bottles, drums etc. These are process waste, broken and any other materials not covered above but have got resale value. CONDEMNATION COMMITTEE Medical superintendent/chief medical officer Joint medical superintendent Nursing superintendent/senior most nursing staff. Biomedical engineer/head of department/supplier/ service agency, etc. Administrative officer. The committee meets annually once and completes the condemnation of all unused items.
PROCEDURE FOR CONDEMNATION Send all store items found nonfunctional in the nursing units and departments to main stores. The office in-charge of main stores follows the procedure for condemnation. List down all torn linen items in the wards, theatres, and other departments and send it to the nursing superintendent for consolidation that places before the condemnation committee for approval.
The committee inspects/examines items according to laid down criteria for condemnation and certify after proper scrutiny of records, physical inspection, unserviceable records, purchase value, etc. Estimate the life of equipment per the manufacturer's description. The service agency certifies the condition of material, which is beyond economical repair and proposes the disposable value of items that are for condemnation. The committee is empowered to condemn things up to the fixed amount for each item. Each ward/department maintains proper records of all the items condemned and do appropriate entries in their ledger book.
DISPOSAL OF EQUIPMENTS Keep functional but clinically obsolete items for research or training purposes. The condemned articles are stored and disposed of or thrown away or kept in an allocated area for scrapped equipment. Dispose of the equipment safely per biomedical waste management hospital policy/guidelines. Either tender system or public auction may be conducted depending on the earning revenue value of disposing items fixed by the competent authority.
Immediately after the approval of competent jurisdiction to declare the materials surplus/obsolete/ unserviceable must delete from stock ledgers with suitable entries in the general disposal register. These entries should tally with the items condemned and removed from the main stock register of instruments, accessories, furniture, etc. The store officer physically hands over the items sold with its details to the party and issue gate pass to facilitate security check, etc.
The surplus materials are transferred to other hospitals where these may be required. A list of surplus material is circulated among the hospital staff/user units requesting them to pay special attention for mobilizing such items and giving priority to this category of items. In case of materials other than drugs like equipment, instruments any such articles are treated as salvage or scrap, whatever the case may be, action is taken accordingly. Store officer records disposal or removal of items in the disposal register to keep a permanent record.
ROLE OF NURSE INCHARGE IN CONDEMNATION
Monitoring Supplies and Equipment The nurse in charge oversees the ward's stock of medical supplies and equipment. During routine checks or when staff reports issues, they identify items that are: Damaged beyond repair Expired (medications, dressings) Contaminated Not functioning properly Identifying Items for Condemnation
A. Documentation The nurse in charge initiates the condemnation process by documenting the identified item. This includes details like: Type of item Brand Lot number (if applicable) Reason for condemnation Initiating the Condemnation Process B. Quantity They determine the quantity of items requiring condemnation.
Following Protocol A. Facility Guidelines Each healthcare facility has specific condemnation procedures. The nurse in charge ensures the process follows these established guidelines. B. Inventory Records They may update the ward's inventory records to reflect the condemned items.
COMMUNICATION A. Department Heads Depending on the facility, the nurse in charge might inform department heads (pharmacy for medications, biomedical for equipment) about the condemned items. B. Reporting They may be involved in submitting reports on condemned items to designated authorities within the hospital.
ADDITIONAL CONSIDERATION A. Patient Safety A core responsibility of the nurse in charge is ensuring patient safety. Condemnation helps remove potentially hazardous or ineffective items from the ward, minimizing risks. B. Cost Control By identifying unusable items, the nurse in charge helps prevent waste and unnecessary expenditure.
The condemnation process typically involves inspection, evaluation, and documentation of the reasons for condemnation. Depending on the situation and regulations, condemned equipment may need to be decommissioned, repaired, replaced, or disposed of in accordance with established procedures to ensure safety, compliance, and efficiency.
