Background

Introduction In May 2012, Scotland became the first country in the world to introduce Minimum Unit Pricing (MUP) for alcohol. The primary goal of MUP is to discourage excessive alcohol consumption by setting a minimum price per unit of alcohol. Scotland faced high alcohol consumption rates, with 11.9 L of pure alcohol sold per person over 16 years in 2009, significantly higher than England and Wales (9.6 L per person). High alcohol consumption contributed to elevated death rates from chronic liver disease and cirrhosis compared to England and Wales.

Evaluation findings for the project Cont'd Evidence shows that as alcohol becomes more affordable, drinking and alcohol-related harm increases, and that one of the best ways to reduce the amount of cheap alcohol drunk by people in any country is by making alcohol less affordable.
