Topics to be Covered Control office Organization Control Morning stock Position Freight Operation Information System (FOIS) Integrated Coaching Management system (ICMS) Freight Maintenance Management (FMM) Other functions concerned to control

Control office Organization Control office-nerve centre of train operation Different sub Control offices Interaction with other control/horizontal interaction Vertical interaction Control office works in three tier level Divisional control Central Control at Zonal HQ level Rly board control Sometimes existence of area control

Divisional C&W control organisation Sr.SE(C&W) normally nominated to work as Chief C&W controller In every shift a Supervisor as C&W controller Jr supervisor/Technician/ Kh helper as assistant. Assist in smooth & safe train operation. C ollect information & pass it to C&W officials Also information passed to HQ C&W control.

Interaction with other sister department Regular interaction with section controller/ traffic controller Frequently a look on control chart for smooth train operation Resolves the issues concerning with other dept. like: for watering- Engg control for electric power problem-TRS control Arranges joint inspection , statement of crew

Vertical interaction Information passed to Branch Officer & other officers Arranges assistance quickly & safely in train Operation. Interaction with Supervisor / C&W staffs in section/ depot level. Important information to HQ C&W control. Guidance to crew for trouble shooting.

Control stock Position Morning stock position (coaching) Morning stock position (Freight) Incoming & Outgoing message register Weekly Punctuality & Emergency Position Statistics

Morning stock position (coaching) Punctuality & Emergencies Cases Holding & Ineffective Position Trains running with short composition Coaches dispatched to Shop Shop Outturn & Coaches received Depot wise Spare fit coaches

Punctuality loss Maxm loss of a train logged on that account. Early problem rectification & train movement. Detailed reasons of detention Collected – Train particulars (BPC, train no. /name, PM) Location and Detention, Crew statement Coach particulars ( Rly , type, No, Schedule particlars etc) Action taken by C&W depot/ staffs Joint note & Responsibility For Wrong logging, note of delogging is put up. Daily & weekly Punctuality meeting.

Holding & ineffective position Holding=coaches in rake+ Ineffective+ Spare Ineffective=sick(IOH)+ POH + Workshop Target % ineffective & actual ineffective Details of AC coach sick marked Mech or Electrical reason & PDC Depot wise position Chased for optimization of ineffective figure Depot & train wise short composition

Coaches dispatched to shop details of Coaches detached for POH due/ overdue Liaison with traffic for dispatching it to shop Coaches dispatched for MLR Liaison with shop for movement in shop. Maintain updated statistical figure.

Shop outturn & coaches received chasing for Shop outturn. Dispatch of coaches to concerned depot Coaches received in depot & cumulative figure Coaching wheel carrier movement status

Depot wise spare fit coaches Position of spare coaches Type wise -LHB coches - Janshatabdi coaches -Conventional coaches -CBC type coaches Liaison with traffic for availability of spare coaches

Integrated Coaching management System (ICMS) provide train running information monitor the coaching stock (about 50,000 coaches daily) Running of > 8500 passengers carrying trains daily Train punctuality reports are generated through ICMS, which also receives data from Control Office Application (COA) COA is operational in all Division Control offices Control office application enables rail –traffic controllers to manage the trains running in their section COA interfaces with other application (such as NTES) to provide train information to passengers and managers

Morning stock position(Freight) Cases of emergencies/Equipment failures Goods holding & Ineffective figures Freight train examination Arising of Unloadable wagons & repairs arising & repairs of ROH & POH wagons Sick line feed & outturn

Emergencies/Equipment failures Div control try for traffic normalcy at earliest Liaison with other department/adjacent CNL C&W assistance to the site by quickest means Information to branch officer & nearest depot Brief details to HQ C&W control

Goods ineffective position CB + POH + ROH + R/S + U/L= Ineffective Against holding, ineffective % is reflected. Depot & stock wise ineffective position. Watch on timely placement of sick wagons Chasing done to remain ineffective within target.

Freight train examination Av. time for freight train examination Advise to exam start Advise to release Release to dispatch (In to Out) Position of CC rakes Super turbo(7500km)/CCR-6000km/super king

U/L , ROH & POH wagons Category wise U/L wagons arising Movement & repairs at nominated depots Achieve the ROH repair target. POH due/overdue wagons segregated position. Dispatched to nominated shop as per RB advice.

Sick line outturn Timely Placement of sick wagons. General repair & ROH repair Withdrawal of fit wagons. Critical items like wheel etc

Freight Operation Information System FOIS is one of the projects of Centre for Rly Information Systems (CRIS) FOIS enables management and control of freight movement, optimized asset utilization and the generation of freight invoices Many of IR’s larger freight customers pay through an electronic payment gateway interfaced with the FOIS

Freight Operation Information System FOIS provides Convenience and transparency to customers Optimum utilization of Resources Handling of commercial & operational aspects Better decision making tools Help for better logistics management

Freight maintenance Management (FMM) Developed to cover maintenance of freight Rolling stock One part is used for purely maintenance jobs in depots Whereas other part (known as central application) is used for reporting purpose Other mechanical (only freight) department related business to be processed by Divisional & Zonal Hqs & RB

Applicability of FMM In pilot phase, successfully implemented in Dadri Wagon Depot (NCR), Tughlakabad Wagon Depot( NR) & Dhandharikalan Wagon Depot(NR) The BPC of freight trains in yard under these depots, are issued through FMM.

Abnormal situation – Role of Control Train Parting cases Hot axle Flat place, brake binding, SLR door jam, buffer height cases Hanging parts Enroute detachment Accident

Train parting Train parting badly affects train operation Mechanical reasons, miscreant activity Div C&W control arranges early rectification Arranges C&W staffs by quickest means Collection of details of incidence Arranges Joint inspection or further attention

Hot axle Collects particulars of journal & other details Wagon detachment Clearing the detached wagon to nearest C&W depot Sometimes arranges wheel changing at site Use of Whatsapp for sending pictures These days on Twitter Complaints are dealt.

Flat place & brake binding Allowed limit Cause & Releasing of brake Clearing the section Collection of detail particulars

Enroute detachment Detachment of coaches/ wagons at roadside. Collection of details Cause & responsibility Relayed to concerned Control

Accident Quick movement of SPARMV, SPART/Crane, buldozer . permission for o ut of beat movement . updating of restoration/rescue work details regarding Brake power and other aspects of rolling stock in accordance with prescribed format. To arrange fitness of the stock before moving from the site.

Other functions directly/indirectly related to control - Rake Links Time Tabling ODC movement Dispute resolution Saloon Movement Special train movement Weigh bridge working position Old / condemned R/Stocks disposal position

Rake Links Rake links are prepared jointly with traffic Specific set of coaches in definite formation helpful for passengers & Management Additional rakes for long distance trains 1 st day 2 nd day 11.40..BGP..12367UP..>..ANVR..08:30 3 rd day..13.20..BGP..<..12368DN..14.00 ANVR 4th day 11.40 ….repeat as 12367 UP No of rakes reqd-03

Time Tabling Working time table are prepared jointly Kilometre, stations & stoppages etc mentioned. Operation instructions for traffic & other staff Helpful for running & other staffs

Over dimensional consignment Consignment, When loaded on wagon infringes maxm standard moving dimn , called as ODC three category- A, B & C Class A: clearance of 9” and above betn consignment & minm fixed structure profile, In Divn – DRM sanction, zone-COM, Day & night movement, no escort reqd , with section speed Class B: clearance of 6” & above but < 9”, DRM & COM as above, C&W supervisor escort, Max speed-40 KMPH Class C: clearance of < 6” to but not less than 4”, CRS sanction, day time , 25 KMPH, Escort of SSE(PWI), SSE(C&W) & TI Maxm moving dimension from rail level:-Height at centre 4115mm, Height at sides 3505mm, width 3050 mm

Dispute Resolution Dispute resolved by interacting with sister department. Wrong logging of Punctuality cases resolved By convincing CTNL logically, with documentary proof. Joint notes of Sr Subordinate/officer level Produced. Conversation with Traffic Officers Watering & cleaning ensured for late running trains Cross checking through data logger & voice recording.

Saloon Movement Approved programmes messaged through COIS/ ICMS to concerned Rlys by traffic. After confirmation from concerned Rlys conveyed to divn . Control liaison with traffic, electrical & C&W for fitness. For Charging & watering saloon kept in Saloon / VIP sdg
