18 What problem does the policy solve? 1. Teachers are overworked. The Department has been receiving numerous concerns surrounding the workload of teachers and that they are increasingly burdened because of non- teaching tasks. 2. Teachers play numerous roles outside their core mandate. Studies have shown that the workload of teachers is not only limited to teaching but also to many other non- teaching tasks. 3. Teachers are not properly compensated for excess workload There are no existing policies that guide the teachers in processing their benefits for work rendered beyond the eight-hour workday. How does the policy address the problem? It protects Teacher Work Hours. The policies enable teachers to devote their time to teaching. It defines Teacher Workload. The policies clearly define the responsibilities of School Heads, teachers, and non- teaching personnel. Specifically for teachers, the policies provide the following: What should be : Tasks mandated to be performed by teachers What should not be : Tasks that should not be performed by teachers What can be : Tasks that can be performed by teachers, but are not mandatory It provides guidelines and processes for the payment of teaching overload. Clustering Strategy Parameters: The schools that will form as a cluster should be geographically adjacent and located within the same school district; Schools without existing non- teaching personnel based on the latest Personal Services Itemization and Plantilla of Personnel (PSIPOP) shall be prioritized in the clustering/re-clustering of schools, however, proximity of schools shall still be the primary consideration; and SDOs are reminded to ensure equitable distribution of schools ( with 3 schools at maximum ) per cluster. Important 6 Hours Teaching Load is the MAXIMUM (Sec 13, RA 4670) . In circumstances where a teacher may not be able to maximize the six (6) hours of teaching load, they may be designated to teaching- related assignments (Sec. V.A.4.2, DO5). In exigency of service where a teacher needs to render more than six (6) hours, this shall be considered teaching overload. (Sec 13, RA 4670).
Important Section 2.C of DO 16, s. 2009 shall remain in effect, stipulating that teachers who have rendered six (6) hours of actual classroom teaching duly reflected in their DTR, shall be deemed to have completed the required daily working hours. They must not be considered undertime and must not be subject to salary deduction. The official log-in and log-out of teachers should be reflected in the DTR, duly approved by the School Head . The DTR should also reflect that they have completed 6 hours of teaching load. If the teacher has decided to leave the school premises in between official work hours , the teacher shall register in the logbook or accomplish locator slip . They shall indicate the reason for going outside the school premises in relation to the performance of their ancillary tasks.

B. Teacher Ancillary Tasks THEN There is no clear definition of an ancillary task of a teacher. Commonly interpreted as anything outside teaching. NOW Teacher-ancillary tasks centers around activities which support the teaching and learning process. Further, these are done in the remaining two (2) hours of the required eight- hour workday and are not considered as teaching load. PURPOSE OF REDEFINING To streamline teachers’ tasks that are considered incidental and must be performed within the 2 hours.

These tasks cannot be performed during class hours; and DepEd is firm in abiding with the policy on no disruption of classes . Also, this is in consideration of the availability of parents/guardian. For MT, coaching and mentoring is an additional ancillary task on top of the other ancillary task s needed to be performed within the 2 hrs.

Receives ORS, DV, and consolidated payroll for obligation (Budget) and for pre-audit (Accounting). Checks completeness of documentary requirements. Recompute accuracy of payroll. Teaching Overload Pay Every quarter after disbursement of Teaching overload pay Upon receipt of documents from SDO Prepares the budget utilization report for submission to the RO providing the following details: Total Teaching Overload Hours Estimated Amount to be paid Actual Teaching Overload Pay received by the teachers VSC granted in case of insufficient funds. The SDS shall approve the report for submission to the Regional Office through the R-Admin Division (Personnel) Consolidate the budget utilization reports submitted by the SDOs. Check completeness and accuracy of the report. Secure approval of the report from the RD. Submit to CO-OUHROD/BHROD SDO Finance Unit & SDO-Admin Unit (Personnel) RO-Finance Division & RO-Admin Division (Personnel) A. 3. Budget Utilization Reporting
B. Vacation Service Credits Parameters: The following are eligible for Vacation Service Credits (VSC) under DO 5, s. 2024, provided that these are performed outside the regular work hours of teachers, which is eight (8) hours per day: Home Visitations of Teachers Coaching & Mentoring duties of a Master Teacher Teachers designated to teaching- related assignments Eight (8) hours of services = 1.25 VSC Teachers are required to seek an authority from the School Head before rendering work beyond regular work hours. Teachers must submit an individual accomplishment report.

Process Flow Before The teacher shall submit an accomplished form requesting for authority to render work beyond regular work hours, specifying the following: Name and Position Date and Time Purpose Justification The SH upon submission of documents shall validate the request of the teachers based on the following: Necessity Urgency Workload of Teachers N/A After Teachers shall submit an Individual Accomplishment Report providing the following: Date Hours rendered Accomplishments/Outputs Upon submission of teachers the SH shall approve the Individual Accomplishment Report of Teachers. The SH shall submit the following documentary requirements: Approved Designation Order Authority to Render Work Beyond Regular Wok Hours Individual Accomplishment Report DTR Receives documents from school Check completeness of documents Validate accuracy of submitted docs Compute for the equivalent VSC Prepare a SO with list of teachers and the number oof earned VSC for approval of SDS Record the earned VSC in the employees Leave Card once SO is approved.

Verify the accuracy of the following information in the accomplished eSF7: Personal Information Workload Once all information is verified the SH shall sign and facilitate the submission of eSF7. Submit to the SDO-SGOD-Planning Unit the accomplished eSF7 in following formats: Excel File Signed PDF Furnish the SDO-CID with a copy of the signed PDF *School Head and all school personnel may refer to existing DepEd issuances on learning areas and time allotments. Reminders
Reminders District or school-based (for large school) orientation shall be conducted to inform and update teaching and non-teaching personnel on DO 5, s. 2024. The orientation must be done prior to the start of classes. Propose date on the conduct of orientation please coordinate with the SDO-SGOD (HRD) for proper scheduling.

Computation of teacher requirement The SDO-SGOD shall compute the teacher requirement using the MATATAG based planning parameters using the teacher requirement analysis (TRA) template.

Preparation of Deployment Report The SDO-SGOD (Planning Officer) shall prepare the deployment reports by school based on the attached allocation by legislative district/by division using the SY 2023-2024 LIS/BEIS data and the latest inventory of plantilla positions, including the items created in FY 2023 for Kindergarten/Elementary and Senior High Schools.
Preparation of Deployment Report The prioritization in the deployment of items for Kindergarten/Elementary, SHS, and ALS shall be based on the following criteria: 1. Newly established/legislated/integrated schools without existing nationally funded teachers; 2. Schools with highest pupil/student teacher ratio; 3. Schools with acute shortage of teachers; 4. Schools in far-flung areas with teacher shortage; 5. Multi-grade schools with less than 3 teachers that covers Grades 1-6; 6.Community Learning Centers for ALS with teacher shortage; and 7. SPED with teacher shortage.
