INTRODUCTION OF DBKL
The Kuala Lumpur City Hall (Malay: Dewan Bandaraya Kuala Lumpur, DBKL) is the city council
which administers the city of Kuala Lumpur in Malaysia. This council was established after the
city was officially granted city status on 1 February 1972. Their jurisdiction covers an area of 243
square kilometers. The council consists of the mayor plus fifteen members of the city advisory
board appointed to serve a one-year term by the Minister of Territories.
The agency was formerly known as Kuala Lumpur Municipal Council formed in 1957 to take
over the role of Kuala Lumpur Sanitary Board.(Malay: Majlis Perbandaran Kuala Lumpur).
During British colonial times and early independence, Kuala Lumpur had been the capital of
the country as well as the state of Selangor.
Kuala Lumpur was administered by a corporation solely called the Federal Capital Commissioner
(Malay: Pesuruhjaya Ibu Kota Persekutuan) from 1 April 1961 until it was awarded city status on 1
February 1972, after which executive power was transferred to the Mayor (Malay: Datuk Bandar).
On 14 May 1990, Kuala Lumpur celebrated 100 years of local council. The new Federal Territory of
Kuala Lumpur flag and anthem were introduced. Kuala Lumpur City Hall launched its own
emblem on 31 January 1992, incorporating the city's emblem in use since Kuala Lumpur became a
city.

Every project that will be developed within the Kuala
Lumpur area is necessary to be registered under Dewan
Bandaraya Kuala Lumpur (DBKL). The project should go
through the following phases :

Phase 4: Interim Inspection by related authorities
Phase 5: Final Inspection and Release of CCC

INTERNAL TECHNICAL DEPARTMENT
Planning and Development Department: This department is responsible for reviewing the application to ensure
compliance with local zoning and land use regulations.
Building Control Department: This department reviews the technical specifications and drawings submitted with
the application to ensure that the proposed building or structure complies with building codes and safety standards.
Environmental Health Department: This department reviews the application to ensure that it complies with
environmental regulations, such as waste management and pollution control.
Traffic Engineering Department: This department reviews the application to assess the potential impact of the
proposed development on traffic flow and safety.
Fire and Rescue Department: This department reviews the application to ensure that the proposed building or
structure meets fire safety standards.
Legal Department: This department provides legal advice on the application and ensures that all necessary legal
requirements are met.
Finance Department: This department reviews the financial viability of the proposed development and ensures that
all necessary fees and charges are paid.
Information Technology Department: This department may be responsible for managing the technology
infrastructure used in the processing of the application, such as online submission portals or database systems.

EXTERNAL TECHNICAL AGENCIES
National Land Council (NLC): The NLC provides advice on land-use policies, regulations and guidelines for development projects.
Ministry of Natural Resources and Environment (NRE): The NRE provides advice on environmental policies, regulations and
guidelines for development projects.
Department of Environment (DOE): The DOE provides advice on environmental impact assessments (EIAs) and provides feedback
on potential environmental impacts of development projects.
Department of Wildlife and National Parks (DWNP): The DWNP provides advice on wildlife conservation, habitat protection and
mitigation measures to reduce the impact of development projects on wildlife.
Department of Drainage and Irrigation (DID): The DID provides advice on flood control, drainage systems, and soil erosion
prevention measures to ensure sustainable development.
Tenaga Nasional Berhad (TNB): TNB provides advice on electricity supply infrastructure, capacity, and reliability for development
projects.
Telekom Malaysia Berhad (TM): TM provides advice on telecommunication infrastructure and services for development projects.
Public Works Department (PWD): The PWD provides advice on transportation infrastructure, road construction, and highway
planning.
Police Department: The police department provides feedback on the security aspects of development projects.
Fire and Rescue Department: The Fire and Rescue Department provides feedback on fire prevention, rescue, and evacuation plans
for development projects.
Local community groups and NGOs: Local community groups and NGOs may provide comments on the impact of development
projects on local communities, cultural heritage, and natural resources.
