INTRODUCTION DELNET was established in 1988 as city based library network in Delhi, and was popularly known as Delhi Library Network, networking the libraries of the Delhi. Got registered as a society in 1992. On 13th September 2000, Delhi Library Network – DELNET became DELNET-Developing Library Network. DELNET with passage of time and technological advancements not only widened its scope but has crossed the geographical boundaries. Presently, it is the major resource sharing library network in India connecting more than 5,900 libraries in 23 States and Union Territories in India and eight other countries. The main objectives of DELNET is to promote resource sharing among the member-libraries by collecting, storing and disseminating information and by providing networked services to the researchers and scholars to supplement their research activity

Building of DELNET

OBJECTIVE To promote sharing of resources among the libraries by developing a network of libraries, by collecting, storing and disseminating information and by offering computerized services to the users. To offer guidance to the member libraries on cataloguing database services, circulation, acquisition, serials control, online services, selection of hardware and software, etc. To coordinate efforts for suitable collection development and for reducing unnecessary duplication wherever possible. To establish a referral centre, to monitor and/or facilitate catalogue search and maintain a central online union catalogue of books, serials, and non-book materials of all the participating libraries.

OBJECTIVE To develop specialist bibliographic database of books, serials and non-book materials. To develop a database of projects, specialists and institutions. To possess and maintain electronic and mechanical equipment for the fast communication of information and delivery of electronic mail. To coordinate with other regional, national and international networks for exchange of information and documents. To undertake, facilitate and provide for the publication of newsletters/journals devoted to networking and sharing of resources. To facilitate and promote delivery of documents manually and mechanically .

FUNCTION AND ACTIVITY Resource Sharing: DELNET saved foreign exchange worth Rs. 10 million by rationalizing subscriptions to foreign periodicals during 1991, 1992 and 1993 through resource sharing. This was mainly achieved in the fields of physical science, medical science and agricultural sciences. Online Databases: DELNET has around twenty databases available online for their users which include Union Catalogue of Books (in member libraries), Union List of Current Periodicals, Union Catalogue of Periodicals, database of Indian Specialist (Who’s who), multilingual Book Database, etc. DDS: DELNET members can place their inter-library loan requests through their ILL online facility, which is available on the union catalogue of books database. In 1991, a courier service was started on contract basis with a private agency for inter library lending among the participating libraries but it was not very effective. Later, DELNET introduced its own courier service with the financial help of NIC. The service is well used.

FUNCTION AND ACTIVITY Development of Software: Earlier DELNET provided CDS/ISIS software for storage and retrival purpose, developed by UNESCO through NISSAT, but presently it is distributing its own software DELSIS. It has also created software, viz. DELDOS and DEL-WINDOWS for creating MARC records. Seminars, Conferences, Workshops and Training: DELNET also organizes national workshops, seminars and meets on library networking from time to time. DELNET has been organizing National Annual convention on Library and Information Networking (NACLIN) regularly.

FUNCTION AND ACTIVITY Publications: DELNET has been publishing a newsletter since January 1994 in order to spread the message and to increase awareness about library networking in India. It also publishes NACLIN Proceedings, Director’s Report, etc. regularly. Mailing Lists and Forum: DELNET has created a Listserv service called DEL-LISTSERV to provide the current awareness service to the users and allow the member libraries to receive the latest daily information from the internet automatically in the form of electronic mail. It also maintains other Listserv service such as Net-happenings, Med-clips, IFLA, LIBJOBS, etc.

21 st  National Convention on Knowledge, Library  and Information Networking - NACLIN 2018  21 st  National Convention on Knowledge, Library and Information Networking - NACLIN 2018, is being organised by DELNET in collabration with GITAM Deemed to be University, Visakhapatnam from October 4-6, 2018 at GITAM, Visakhapatnam, Andhra Pradesh.

MEMBERSHIP DELNET at present has 6314 libraries as its members which are located in 33 States and UTs in India and eight other countries. The detailed breakup of the members ( regionwise , subjectwise , etc ) are following: Members in Inidia till now: 6290 from various states.

WHO CAN JOIN DELNET AS MEMBERS Any Institution/library situated in any part of the World and having any number of books in their library can join as an Institutional Member of DELNET. The Application form and the MOU to be submitted for the purpose are available at DELNET website at www.delnet.nic.in Membership Charges :- India and Other SAARC Countries Admission Fee (one-time) Rs 5000 +18% GST Institutional Membership Fee Rs 11500 per annum +18% GST Non-SAARC Countries Admission Fee (One Time) US $ 100 +18% GST Institutional Membership Fee US $ 500 +18% GST

Conclusio n The rebirth of DELNET as Developing Library Network is a new dimension in the realm of resource sharing and information networks in India while the INFLIBNET concentrates among the universities and academic libraries, DELNET tries to solder the links with all kinds of libraries irrespective of their types and subjects. This heterogenic nature of resource center helps the DELNET users to have their information, which is diverse in nature. Because of this peculiarity, and effective services there is a daily growth in the membership of DELNET.
