Development and welfare programmes in Telangana state
INTRODUCTION Telangana, as a geographical and political entity was born on June 2, 2014 as the 29th and the youngest state in Union of India. After formation of a new state of Telangana, the state government has come up with a lot of social welfare schemes and policies to improve the living standards of poor people. The Telangana government has welfare schemes running for unemployed, youth, girls, women empowerment, pension schemes, farmers and others. The state of Telangana initiated so many welfare schemes to achieve BANGAARU TELANGANA . Schemes, programmes or policies play a crucial role in solving many socio economic problems.
WHAT IS policy, mission and scheme POLICY MISSION SCHEME A POLICY is what government chooses to do or not to do about a particular issue or problem. Policy is government issue towards an issue or problem. Policy is how government thinks about that issue. EXAMPLE: NEW EDUCATION POLICY A MISSION is a task for achieving a target within time period. It is target oriented and time bounded. Government schemes are named as mission in order to make sure that the efficiency of mission maintain for longer run to achieve its objectives . EXAMPLE: SWACHH BHARAT MISSION A SCHEME is a plan of action involving many people or particular group of people such as weavers, farmers etc for their development. It has no target. EXAMPLE: KALYANA LAKSHMI SCHEME
FLAGSHIP PROGRAMME Flagship programmes of a government are those programmes which are the main or most important and address major national concerns on health, education, urban and rural development. These are the programmes where government focus is maximum to achieve social objectives. EXAMPLE: RYTHU BANDHU SCHEME, SWACHH BHARAT ABHIYAAN, DIGITAL INDIA MISSION

DEVELOPMENT PROGRAMMES FOR ALL : Aasara Pension Scheme Aarogya Lakshmi Amma void Mission Bhagiratha Housing for Poor Rice Distribution
AASARA PENSION SCHEME XJNCJC The word AASARA means to SUPPORT. Launched on November 8, 2014 Launched at Kothur in Mahabubnagar district Welfare scheme of pensions to old people, widows, physically disabled and beedi workers. BUDGET: ₹500 crores NUMBER OF BENEFICIARIES: 42 Lakhs STATUS: Active BENEFICIARY: senior citizens, widows, physically handicapped, poor & old-aged artists and beedi workers
The Telangana Government introduced Aasara a new Pension scheme enhancing the monthly pension from Rs. 200 to Rs. 1000 for the old aged, widows, weavers, toddy tappers and AIDS patients and Rs. 500 to Rs. 1500 for disabled persons. The TS Aasara Pension Yojana is wholly funded by the government only. The pension amount will be directly transferred to the Beneficiary account through the Direct bank Method (DBT). AAROGYA LAKSHMI : The word AAROGYA means to Health of mind, body and spirit or Overall Well-being. Launched on January 1 st , 2015 BUDGET: ₹850 crores per year Scheme was introduced for pregnant and lactating mother as NEW YEAR GIFT of 2015 Through this scheme, pregnant and lactating women are provided one full meal at the Anganwadi center along with iron and folic acid tablets I mplemented through 31897 main Anganwadi centers and 4076 mini Anganwadi centers in the state
AAROGYA LAKSHMI BENEFITS: Beneficial for pregnant women and get one full nutritious meal and prevent malnutrition OBJECTIVES: Ensure that Pregnant and Lactating women receive health check ups and immunization. Improve the enrollment of mothers at Anganwadi Centers (AWCs). The scheme is currently being implemented in all the 149 ICDS[INTEGRATED CHILD DEVELOPMENT SERVICES]
AMMA VODI SCHEME Launched on 18 January 2018 For pregnant women across the state ELIGIBILITY: women who give birth at government hospitals, for a maximum of two deliveries OBJECTIVE: To reduce infant and maternal mortality rates in state SPECIAL SERVICE: A pregnant women can use free 102 service van to visit the hospital and dropped off at no cost[Transport facility] FINANCIAL ASSISTANCE: Government provides ₹12000 in three instalments to those woman who deliver their babies in government hospital[₹13000 for girl child]
MISSION BHAGIRATHATELANGANA DRINKING WATER PROJECT Launched on 6 August 2016 Launched at Komati Banda Gajwel , Medak District Project for safe drinking water for every village and city household in Telangana State STATUS: Active BUDGET: ₹43,791 Crores OBJECTIVE: To supply clean drinking water to people of the state through pipelines to their homes with waters from Krishna and Godavari rivers A ims to provide piped water to 2.32 crore people in 20 lakh households in urban and 60 lakhs in rural areas of Telangana
MISSION BHAGIRATHA The ambitious project will supply clean drinking water to all households in the state through water sourced from River Godavari and River Krishna The intention of the government was not to make money out of this project, but to convey the message to the people that the drinking water being supplied to their homes through pipes was absolutely safe and pure.
HOUSING FOR THE POOR BUDGET: 22,000 Crores AIM: To make the city of Hyderabad a slum -free city by providing free-of-cost housing to the shelter-less poor in rural and urban areas The scheme was announced in the election manifesto of Telangana Rashtra Samithi , in May, 2014 OBJECTIVE: P rovide dignity to the poor by providing 100% subsidized housing [Respectable housing for the poor] Two and three storied building with the 2BHK flats in Hyderabad and other urban areas and independent houses in rural area
RICE DISTRIBUTION Launched on 1 st January 2015 State government appointed Civil Supplies Corporation Supplies 6 kgs per person at Re. 1 per kg without any ceiling on the number of members in the family ELIGIBILITY: BPL families, Family income limit ₹1.50 lakhs in rural areas and ₹2 lakhs in urban areas It also supplies super fine rice or sanna biyyam to schools and hostels
SC AND ST DEVELOPMENT AND WELFARE PROGRAMMES
KALYANA LAKSHMI FOR SC AND ST Launched on 2 nd October 2014 Welfare scheme for providing financial assistance for marriages by the Government of Telangana , a novel scheme for all poor people in the state. BUDGET: ₹1450 Crores per year NUMBER OF BENEFICIARIES: 3,90,000 ELIGIBILITY: A Telangana resident girl, over 18 years of age, belonging to any community with a combined annual income of her parents not exceeding ₹2 lakh is eligible for the Scheme
KALYANA LAKSHMI OBJECTIVE: Provide financial assistance to the newlywed bride who belongs to SC, ST, and minority families. Incentives under the scheme: Many incentives are provided under both of the components of the Kalyana Lakshmi scheme as of the year 2020 such as:- Rs.51,000 were provided by the government when the scheme was originally launched in 2014. Rs.75,116 were provided by the government in 2017. Rs.1,00,116 were provided by the government in 2018.
Ambedkar overseas nidhi scheme P roviding financial assistance/ scholarship to meritorious students for pursuing higher studies in foreign universities. For SC,ST,BC and minority students O pportunity to study in ten (10) countries through this Scheme. Scholarship of Rs.20 lakhs each will be provided under this scholarship. LAND PURCHASE SCHEME Benefit of the poorest of the poor SC women families Purchasing and assigning of 3.00 Acres of agricultural land to the Women of “ Bhoomileni Nirupeda Dalita Vyavasaya Aadharitha Kutumbalu ”. NUMBER OF BENEFICIARIES: 5930[BY 2020] Considering the fact that the Scheduled Castes suffer from social discrimination and untouchability and with a view to empowering and assuring them dignity of living, the Government of Telangana envisages the scheme of Land Purchase
ECONOMIC SUPPORT SCHEME Financial assistance to tribal population is provided in the fields of agriculture, horticulture, fisheries, minor irrigation, animal husbandry and self employment
FOREST RIGHTS ACT, 2006 The Forest Rights Act (FRA), 2006 recognizes the rights of the forest dwelling tribal communities and other traditional forest dwellers to forest resources , on which these communities were dependent for a variety of needs, including livelihood, habitation and other socio-cultural needs. 3,00,092 acres of land distributed to 93,494 forest dwellers They have right for self cultivation Land is non transferable Land is heritable
MOST BACKWARD CLASSES DEVELOPMENT CORPORATION Launched in 2017 Focus on improving social, educational and financial conditions of most backward classes BUDGET: 1000 Crores for FY19 NUMBER OF BENEFICIARIES: 13,367 Government provides funds for modern laundry units, skill development training in hair styles and beautician courses
BANK LINK SUBSIDY SCHEME The Telangana State Minorities Finance Corporation (TSMFC), an agency of the Minorities Welfare Department implemented scheme for minorities The scheme is for individuals who desires to set up self employment activities where the maximum cost is up to Rs.10 Lakhs by providing subsidy
TRAINING, EMPLOYMENT AND SKILL DEVELOPMENT Introduced in collaboration with National Academy Construction[NAC], department of youth affairs and Society for Employment Promotion & Training in Twin cities[SETWIN] The government of Telangana proposed to launch Telangana State Skill Mission (TSSM) program to impart training and skills development to unemployed youth and the students coming out of the educational institutions.
SHAADI MUBAARAK Shaadi mubaarak is one of the Telangana Schemes initiated by Government of Telangana for financial support to Muslim girls marriage similar to Kalyana Lakshmi Scheme for SC/ST girls of Telangana region. The scheme was launched on 2 nd October 2014 This scheme benefits the bride’s parents getting some financial assistance amount of ₹51,000 for their daughter’s marriage.
SHAADI MUBAARAK ELIGIBILITY; Bride should be residence of Telangana Girls age should be 18 years Bride should belong to muslim community The combined annual income of brides parents should not exceed 2 lakh
Conclusion: The prime agenda of the Telangana state is to ensure welfare of people. Towards this end the above flagship programmes have been launched. Every scheme has its own aims and objectives .
