What are the conditions needed for  effective language instruction? 1.ADEQUATE EXPOSURE TO L2 Quantity Quality 1) When does FL instruction begin?  2) How much time devoted to the study of the FL? European Union 1)8 years old 2)  720 hours  Colombia 1)11 years old 2 )  270 hours Why are the minimum requirements not being taken under consideration?

Language learning activities are based on  learners‘ needs ,  motivations , and  personal profiles Teachers: .Need to have a high level of  L2 proficiency .Perform   different roles . Can Colombian teachers have  an effective control over all this variables?

Implementation of standards for Colombia What is needed to make a real change  in FL education in Colombia? Strategies needed to developed the standards need to be  discussed and be made  public .  An overall improvement of language learning conditions needs to take place. Additional   research is required . Curricula  at elementary  and secondary school  need to be  revised .
