Leaders

Political and administrative leaders occupy the top positions in the organizational hierarchy. Formulation and Implementation of laws greatly rely on their willingness, sincerity and dedication. Somehow, the prevalence of unfavorable administrative culture in the Philippines is also a factor of leadership . It seems that leaders lack the political will to enforce laws and regulations that are designed to affect good administrative culture. Leaders are considered model for lower level official and employees to follow . If they do good deeds, then, others will also do the same. And if they do otherwise, other will also do bad deeds.

During President Corazon C. Aquino's term, the importance of leadership and political will in changing the administrative culture was clearly shown. She genuinely implemented various reforms to combat corruption, both in the system and in society. However , the problem continued because she was hesitant to use her power unless absolutely necessary . In other words, she didn't take strong action against abuses, which led to her failure in addressing the issue effectively.

Carino further described her (Aquino) failure to fight abuses in the following terms “ Her honesty has not been matched by the political will to punish the corrupt. She has avoided direct confrontation with erring officials, despite rising complaints and even documented reports. Moreover, others remain untouched .” Despite being honest, President Corazon C. Aquino lacked the determination to punish corrupt individuals. She avoided directly confronting officials who were involved in wrongdoing, even when there were numerous complaints and evidence against them. As a result, many corrupt individuals were able to escape punishment and continue their activities without consequences.

To bring about change in how things are done within an organization, leadership needs to have certain qualities. Firstly, leaders must have the authority and power to make decisions and enforce them. Secondly, they should lead by example and be a good role model for others. Lastly, leaders need to have the political will and a strong determination to take action and make the necessary changes happen. By having these qualities, leaders can make a positive impact and improve the way things are done.

In your opinion, can women lead in high positions in government or not? Why? In Islam, is it permissible for a woman to lead a country?

Islamic scholars hold varying opinions on the issue of women holding political leadership roles. Some scholars argue that there is no specific prohibition in Islam against women leading a country as long as they fulfill the requirements of leadership, such as being just, wise, and capable of governing. Historically, there have been examples of female leaders in the Islamic world. For instance, Queen Arwa al- Sulayhi of Yemen in the 11th century and Queen Shajarat al- Durr of Egypt in the 13th century are notable examples of women who ruled effectively.
