What is Preparedness?
Preparednessrefers to a very concrete set of
actions that are taken as precautionary measures
in the face of potential situations.

Disaster
Adisasterisanextremedisruptionofthefunctioningofa
societythatcauseswidespreadhuman,material,or
environmentallossesthatexceedtheabilityofthe
affectedsocietytocopeusingonlyitsownresources.
Eventssuchasearthquakes,floods,andcyclones,by
themselves,arenotconsidereddisasters.Rather,they
becomedisasterswhentheyadverselyandseriously
affecthumanlife,livelihoodsandproperty.Disaster
preparedness,therefore,seekstoprepareforandreduce
theseadverseeffects.

Hazard
Ahazard,ontheotherhand,referstothepotential
occurrence,inaspecifictimeperiodandgeographic
area,ofanaturalphenomenonthatmayadverselyaffect
humanlife,propertyoractivitytotheextentofcausinga
disaster.Ahazardoccurrence(theearthquake,theflood,
orthecyclone,forexample)becomesadisasterwhenit
resultsininjuries,lossoflifeandlivelihoods,
displacementandhomelessnessand/ordestructionand
damagetoinfrastructureandproperty.Acyclonethat
surgesoveranuninhabitedislanddoesnotresultina
disaster;however,itwouldbeadisasterifithitthe
populatedcoastofBangladeshandcausedextensive
lossoflivesandproperty.

Disaster Preparedness
Disasterpreparednessreferstomeasures
takentoprepareforandreducetheeffectsof
disasters.Thatis,topredictand—where
possible—preventthem,mitigatetheirimpact
onvulnerablepopulations,andrespondto
andeffectivelycopewiththeirconsequences.
