THE COMPREHENSIVE DISASTER RISK REDUCTION AND MANAGEMENT IN EDUCATION FRAMEWORK AND OTHER DRRM-CCAM RELATED POLICIES
At the end of this module, participants must be able to: Share ideas on what constitutes “ safe school ”; Get familiar with the Global Comprehensive School Safety Framework and DepEd’s localization of it through the Comprehensive Disaster Risk Reduction and Management in Education Framework ( DO 37, s. 2015 ) , as well as other DepEd DRRM-CCAM policies ; Enhance DRRM-CCAM Plan by further categorizing them into the 3 pillars of the Comprehensive School Safety Framework. COMPREHENSIVE SCHOOL SAFETY FRAMEWORK
THE 3 PILLARS of CSS Framework
ADAPTING THE CSSF AND RA 10121 DO 37, s. 2015 “ The Comprehensive Disaster Risk Reduction and Management (DRRM) in Education Framework” 12 August 2015
Protect learners and education workers from death, injury, and harm in schools Plan for educational continuity in the face of all expected hazards and threats Safeguard education sector investments Strengthen risk reduction and resilience through education OBJECTIVES
THE DRRM IN EDUCATION FRAMEWORK (DepEd Order No. 37, s. 2015) ACCESS QUALITY GOVERNANCE COMPREHENSIVE SCHOOL SAFETY FRAMEWORK RA 10121 Rehabilitation and Recovery Response Preparedness Prevention and Mitigation
ACCESS QUALITY GOVERNANCE Interventions to ensure learning continuity in the midst of disasters / emergencies arising from natural and human-induced hazards. Strategies, including support materials and learning delivery options attuned to the learning conditions of children in times of disasters/ emergencies. Includes support to teachers to enable learning continuity. The institutionalization and implementation of systems, policies, and plans with budget support, acknowledging the complementation of infrastructural and non-infrastructural DRRM-CCAM programs / plans / interventions. EDUCATION OUTCOMES

COMPREHENSIVE SCHOOL SAFETY FRAMEWORK Includes both infrastructure and non-infrastructure components. It also includes the establishment of TLS that can be used during displacement due to disasters/emergencies.
COMPREHENSIVE SCHOOL SAFETY FRAMEWORK The establishment of organizational support structures such as the DRRMS and DRRM Coordinators in all regional and division offices and schools of DepEd. Includes preparedness, such as drills, first aid and basic survival skills, contingency planning, and learning continuity strategies. This also covers the setting up of systems, processes and standards to operationalize the four thematic areas in the context of basic education.

SYNTHESIS All school heads/principals and DRRM team members should be familiar with DO 37, s.2015 and all other DRRM and CC related policies of DepEd. The said DO contributes in the achievement of desired education outcomes, namely, access, quality and governance. It is imperative for risk reduction and resilience building that schools move towards implementing comprehensive school safety activities, one that integrates the four key thematic areas of RA 10121 and the three pillars of the CSS Framework, as reflected in DO 37, s. 2015. A DRRM and CCAM Plan consisting of programs, projects and activities should be developed by schools annually, with appropriate budget support. The plan should reflect localization of DRRM and CC related policies of DepEd.
