Introduction District is the basic administrative unit in India. Headed by the District Collector or District Magistrate (DM). Acts as a link between the state government and local administration. Ensures law and order, revenue collection, and development activities.
Structure of District Administration District Magistrate(DM) / Collector Head of district. Sub-Divisional Magistrates (SDMs) Heads of sub-divisions. Tehsildars Head of tehsils/talukas. Block Development Officers (BDOs) Oversee rural development. Superintendent of Police (SP) Law enforcement. Other Officers Health, Education, Agriculture, etc.
Role of District Magistrate Maintains law and order. Supervises elections. Disaster management. Coordination between various departments. Revenue collection and land records. Oversees development programs.
Law & Order DM is responsible for peace and security. Works with SP and police department. Imposes Section 144, curfews, etc. if needed. Handles protests, riots, and emergencies.
Revenue Administration Collection of land revenue. Maintenance of land records. Land acquisition and compensation. Supervision of Tehsildars and Revenue Inspectors. District Collector / Magistrate – Head of revenue administration. Revenue Inspectors / Patwaris – Ground-level field staff.
Development Functions Supervision of Panchayats and Municipalities. Rural and urban development planning. Monitoring education, health, sanitation projects. Implementation of government schemes (e.g., MGNREGA, PMAY).
Coordination with Departments Regular meetings with heads of departments. Crisis response: floods, droughts, epidemics. Ensures proper implementation of policies.
Challenges Limited resources and manpower. Political interference. Natural disasters and emergencies. Handling public grievances efficiently.
