MANDATE To provide assistance to local government units, non-government organizations, other national government agencies, people’s organizations, and other members of civil society in effectively implementing programs, projects and services that will alleviate poverty and empower disadvantaged individuals, families and communities for an improved quality of life.

PROGRAMS AND SERVICES

RETAINED PROGRAMS

COMMUNITY-BASED SERVICES It is a set of programs and services designed to prevent abuse and exploitation among vulnerable and disadvantaged sectors ( children, youth, women, PWDs, OPs, Families/IDPs) or provide treatment and rehabilitation to victims-survivors of abuse and exploitation. 1. Protective Services

Community-based Services for Children in Conflict with the Law (CICL) With the implementation of RA 9344 or the Juvenile Justice Welfare Act, all the CICL detained in adult prisons were reintegrated with their families or placed in DSWD or LGU-run institutions for their rehabilitation and further intervention. For CICL with minor cases, they were given counseling and other support services.

Sexually Exploited, Sexually/Physically Abused Women and their Children Provision of immediate rescue, protection, rehabilitation for victims of sexual abuse/exploitation Persons with Disabilities and Older Persons Provision of services for the implementation of RA9994 “Expanded Senior Citizen Act” and RA9442 “ Magna Carta for Persons with Disabilities

Child Labor It is a package of services for working children found in hazardous occupation implemented by the DSWD and DOLE together with partner agencies like LGUs, DOH, DepEd, PIA, DILG, DOJ, NBI, CHR and others. Its goal is to prevent, rescue and protect children from exploitative and hazardous occupation.

CHILD CARE AND PLACEMENT SERVICES Pre-adoption Services Foster Care/Adoption Forum Pre and Post Adoption Counseling Administrative Declaration of a child as legally available for adoption (RA9523) Provision of alternative parental care Adoption – is a socio-legal process of providing a permanent family to a child whose parents have voluntarily or involuntarily relinquished parental authority over the child. Foster Care – provides children with a short or long-term home and a supportive, stable family environment when they can’t live with their birth parents.

3. TRAVEL CLEARANCE FOR MINORS This is the measure designed to prevent the occurrence of child trafficking, wherein Filipino children travelling abroad who are below 18 years of age and are unaccompanied by their biological parents or legal guardians are assessed and provided travel clearances by DSWD. Republic Act 7610 Article IV Sec. 8-A known as the special protection of children against child abuse, exploitation and discrimination act mandates DSWD to issue a travel clearance or certificate of travel to unaccompanied minors traveling abroad as a measure to protect children and prevent child trafficking.

4. SUSTAINABLE LIVELIHOOD PROGRAM SLP is a capability-building program that provides access to opportunities that increase the productivity of the livelihood assets of poor, vulnerable, and marginalized communities, in order to improve their socio-economic well-being.

Disaster Response Responds and manages man-made and natural disaster operations occurring within the National Capital Region. 5. Emergency Assistance

Assistance to Individuals in Crisis Situation (AICS) Operations of an action center to immediately respond to cases of individuals and families in crisis situation Provides Integrated services e.g. rescue and protection, augmentation assistance during disaster, provision of direct financial and material assistance, and referrals for medical, legal, psychosocial, temporary shelter, and other services to clients.

7. PANTAWID PAMILYANG PILIPINO PROGRAM (RA 11310) Pantawid Pamilyang Pilipino Program  is a human development program of the national government that invests in the health and education of poor households, particularly of children aged 0-18 years old. Patterned after the conditional cash transfer scheme implemented in other developing countries, the Pantawid Pamilya provides cash grants to beneficiaries provided that they comply with the set of conditions required by the program.

8. KALAHI- CIDSS Kalahi-CIDSS, otherwise known as the Kapit-Bisig Laban sa Kahirapan-Comprehensive and Integrated Delivery of Social Services, is one of the poverty alleviation programs of the Philippine Government being implemented by the Department of Social Welfare and Development (DSWD). It uses the community-driven development (CDD) approach, a globally recognized strategy for achieving service delivery, poverty reduction, and good governance outcomes.

KALAHI- CIDSS Helps communities in poor municipalities identify challenges around reducing poverty and make informed decisions on a range of locally identified options for development, including how this is made and in what form; Gives control of resources to address local poverty to communities; and Builds the capacity of both state (including local governments) and civil society stakeholders to provide assistance and respond to calls for support from poor communities as they implement development initiatives.

9. SOCIAL PENSION As indicated in the Expanded Senior Citizens Act of 2010 or RA 9994, the Social Pension for Indigent Senior Citizens is an additional government assistance which aims to: improve the condition of indigent senior citizens by augmenting their daily subsistence and medical needs; reduce incidence of hunger; and protect them from neglect. abuse, deprivation and natural and man-made disasters.

10. SUPPLEMENTARY FEEDING PROGRAM Supplementary Feeding Program (SFP) is the provision of food in addition to the regular meals to children currently enrolled in the day care centers as part of the DSWD’s contribution to the Early Childhood Care and Development (ECCD) program of the government.

11. RECOVERY AND REINTEGRATION PROGRAM FOR TRAFFICKED PERSONS The Recovery and Reintegration Program for Trafficked Persons is a comprehensive program that ensures adequate recovery and reintegration services provided to trafficked persons.

12. INTERNATIONAL SWS FOR FILIPINO NATIONALS The DSWD, being the primary government agency responsible in providing protection and upholding the welfare of Filipinos wherever they maybe located, has conceptualized and implemented the International Social Welfare Services for Filipino Nationals (ISWSFN) Project in 2002. It is carried out through the deployment of social workers abroad who provide psychosocial interventions and other welfare and protection services to migrant Filipinos particularly the undocumented and the distressed

CENTER-BASED SERVICES

DSWD provides alternative forms of family-care by providing 24-hourresidential care on a temporary basis to individuals whose needs cannot be adequately met by their won families and relatives for a specified period of time. Residential care services are provided thru the following:

RECEPTION AND STUDY CENTER FOR CHILDREN A child-caring residential facility that provides care and services to abandoned, neglected and/or surrendered children 0-6 yrs old. The primary aim of the center is to help the child achieve survival, development and rehabilitation. There are total of 11 RSCCs operated by the agency. They are located in NCR, CAR and Regions II, III, V, VII, VIII, IX, X, XI and XII.

HAVEN FOR CHILDREN A residential institution that provides rehabilitation facilities for boys aged 7-13 who are recovering from substance abuse. It was inaugurated last January 15, 2004 and located in Alabang, Muntinlupa under DSWD-NCR.

It has eight (8) cottages that can accommodate at least 120 children at any given time. HAVEN FOR CHILDREN

Established last September 30, 1968. A residential institution for abused, orphaned, abandoned, negelected and exploited children ages-17 years old. It is located in Mandaluyong City. (CHILDREN’S VILLAGE) NAYON NG KABATAAN

HOME FOR GIRLS A residential institution that provides protection, care, treatment and rehabilitation to abused and exploited girls below 18 years old. There are 15 Homes for Girls operated by the Department. They are located in regions I, III, IV, V, VI, VII, IX, X XI and CARAGA.

HOME FOR BOYS A residential institution that provides protection, care, treatment and rehabilitation to abused and exploited boys below 18 years of age. It is located in Region V.

NATIONAL TRAINING SCHOOL FOR BOYS (NTSB) AND REHABILITATION CENTER FOR YOUTH (RRCY) A residential institution that provides care and rehabiliation to male juveniles in conflict with the law who are 9-17 years old. NTSB is located in Sampaloc, Tanay, Rizal, under DSWD Region IV. Its nine regional counterparts called the Regional Rehabilitation Centers for Youht (RRCYs), are located in Regions I, III, VI, VII, VIII, IX, X, XI and CARAGA.

A rehabilitation center for young women ages 7-17 who were abused, exploited or are in conflict with the law and have been turned-over by the courts to the DSWD. It is located in Alabang, Muntinlupa City under DSWD-NCR. MARILLAC HILLS

THE YOUTH HOSTEL A residential institution that provides temporary shelter to youth ages 13-16 who are pursuing secondary formal and technical education. It is located in Zamboanga City under DSWD Region IX.

Provides temporary shelter and protective custody to women ages 18-59 years old who are victims of involuntary or forced prostitution, illegal recruitment, battered/abused women, victims of sexual abuse, women in detention, women victims of armed conflicts and others. HAVEN FOR WOMEN

There are a total of 13 centers operated by the Department in Regions I, II, III, IV, V, VII, VIII, X, XI, XII, CAR and NCR which is called that National Center for Women and supported by the Congressional Spouses Foundation, Inc. HAVEN FOR WOMEN

ELSIE GACHES VILLAGE The only government center for the mentally challenged persons. It provides care and rehabilitation to abandoned, neglected, children with special needs such as cerebral palsy, epilepsy, visual and hearing impairment, mental retardation, autism an other related illnesses. It is situated in Alabang, Muntinlupa City under the DSWD-NCR

ELSIE GACHES VILLAGE The center was established last February 3, 1964. It has 14 cottages that can accommodate up to 470 clients at a given time.

SANCTUARY CENTER Established last April 21, 1968, Sanctuary Center is a half-way home to female ages 18 years old and above who are improving from psychosis and other mental illness. It is located in Mandaluyong City under DSWD-NCR.

HAVEN FOR ELDERLY Provides care to senior citizens aged 60 and above, both male and female who are abandoned, neglected and needy. Golden Acres is located in Tanay, Rizal under DSWD – Region IV-A and the two Homes for the Elderly are located In Regions IX and XI.

JOSE FABELLA MEMORIAL CENTER A temporary shelter for strandees, vagrants, and mendicants. It is located in Mandaluyong City under the DSWD-NCR.

NON- RESIDENTIAL BASED SERVICES These are special social services which are provided in structures or facilities maintained by the Department but not on a 24-hour basis.

AREA VOCATIONAL REHABILITATION CNTER (AVRC) AND NATIONAL VOCATIONAL REHABILITATION CENTER A non-residential institution that provides rehabilitation programs and services to persons and services to persons with disabilities (PWDs) and other special groups including the elderly and dependents of PWDs to live a useful and satisfying life. There are a total of three AVRCs nationwide located in Regions I, VII, IX, while NVRC is located in Project 4, Quezon City under DSWD-NCR.

INTEGRATED DAY CARE CENTER FOR NIOR CITIZENS AND CHILDREN It provides an integrated and comprehensive social service to older persons, children and youth using the center as the focal point of operation. The Center provides opportunities for older persons to participate in the economic, social, physical, spiritual and other development activities. These enhances their self-fulfillment and self-esteem and enable them to share their knowledge, skills/talents, expertise, time and financial resources in helping one another and their community. This is located in Mandaluyong City.

THERAPY CENTER FOR ABUSED AND EXPLOITED CHILDREN This is a facility that provides rehabilitation services to abuse and exploited children ages 7-17 years old through therapeutic activities. It is equipped with specially designed counseling room, audio-video camera recorder system and therapeutic materials appropriate for children. There are three operational therapy centers – one at RSCC-NCR, Cebu Home for Girls and Davao Home for Girls.

SPECIAL DRUG EDUCATION CENTER (SDEC) A community –based facility which serves as a venue in promoting preventive and developmental services for out-of-school youth (OSY) and street children. It enables the youth to cope with the challenges of adolescence, particularly their vulnerability to drug and substance abuse. There are two operational SDECs which are located in Pasay City and Legazpi City.

REHABILITATION SHELTERED WORKSHOP A business-work oriented non-residential facility that provides sheltered employment opportunities to persons with disabilities (PWDs). This is located in Baranca, Project 4, Quezon City under DSWD-NCR.

A non-residential facility where grieving mothers who loss a child are given psychosocial support to help others who are in similar situation. It is located at Batasan Hills, Quezon City under DSWD-NCR. (Mothers in grief for the loss of a child) INA (INANG NAULILA SA ANAK) HEALING CENTER

STEERING / SOCIAL WELFARE LEADERSHIP PROGRAMS

A. SOCIAL TECHNOLOGY DEVELOPMENT The Department has developed and enriched programs and services for specific groups to address existing and emerging social welfare and development issued to enhance the responsiveness of existing programs. Projects pilot-tested by the Department include Family Life Development Program, Liberating the Indigenous People from Indignity (LIPI), Rehabilitation and Reintegration Program for Victims of Survivors of Trafficking Person, Character Building for Children and Youth in Residential Care, Half-Way Homes for Children in Conflict with the Law, Special Drug Education Center and Rehabilitation Program for Children Exposed to Substance Abuse ( HAVEN for Street Children).

B. POLICY ADVOCACY AND PLANNING The Department continuously advocates SWD related policies and legislative reforms through the provision of data, submission of position papers and attendance to committee hearings. These ensure the enactment of bills into laws. It has also developed and enhanced plans of action in support to national and international commitments. Theses plans include the National Plan of Action for the Filipino Family, Child 21, Plan of Action for Youth and National Plan of Action for Persons with Disabilities.

C. TECHNICAL ASSISTANCE AND CAPABILITY BUILDING, RESOURCE MOBILIZATION, ACCESSING AND RESOURCE AUGMENTATION The Department continues to provide augmentation assistance to local government units (LGUs), people’s organizations and other intermediaries in the form of technical assistance and capability building along planning, implementation and monitoring of SWD programs and services for the disadvantage groups.
