If the municipality has a large population and insufficient staff, these illegal constructions cannot be noticed for a long time . Afterwards , these structures are not demolished under the pretext of budget insufficiency etc. There is no deficiency due to the legislation regarding the preparation, examination, material quality and inspections of the projects of the newly built buildings.
