Introduction
•EIA is the process of predicting the effect of proposed
project on environment.
•Since the introduction of EIA in India many amendment
has been made by policymakers to improve or sometimes
to dilute the EIA process as they try to balance
environmental growth with economic growth.

Important Amendments of EIA 2006 notification
1.Divided projects in 2 categories-
a)Category A –requires EC from Central Govt.
b)Category B –requires EC from State Govt.
i.B1-EIA reports are to be made
ii.B2-exempted from EIA process
*(These division are same in 2020 draft also)
2.Public consultation was allowed only after EIA report is submitted
3.2006 draft was on the basis of size or capacity of the project & not on level of investment
4.Decentralized a lot of process to the state government
a)It reduces time for getting environment clearance
5.Compliance report to be submitted to government every 6 months.

Key point of concern with new EIA 2020 draft
1.Post-facto approval
i.It applies to ongoing or completed project for which an EIA clearance was never sought or granted
and construction of the project took place regardless.
ii.Where such Post facto clearance were granted previously, court cracked down on them as illegal.
2.Public response time
i.Time period for public to give response reduced from 30 to 20 days
3.Relaxation of monitoring requirements
i.Compliance report to be submitted only once a year not every 6 months
4.Loophole
i.No need for EIA if govt. deems the project strategic.This will be misused or creates a way to by pass
the whole EIA process
