Introduction Ethics is the system of moral principles . Information and communication Technology (ICT) has raised the new concerns about the protection about the personal privacy , protection, intellectual property , user responsibility , acceptable access and the user of information , software , license and policy. The good ICT policy must include those things and many other issues. It provides the concept about the computer ethics and the discussion should be made. 2

Digital citizenship A Digital citizen refers to the person who has the knowledge and skills to effectively uses technology and communicates with other people .In simple words ,a person who utilizes the information technology for the connection of the people in the society, politics and government is said as the digital citizen. The people characterize themselves as the digital citizen by using IT extensively, creating blogs, using social networks and also by participating in the e-commerce too. The education in the digital citizenship should be given to every person who uses it with its components. 3

Therefore the digital citizenship gives the concept about the things such as : 1)Digital and information literacy 2)Internet safety 3)Privacy and security 4)Cyber bullying ,relation , etiquette and communication 5)creative credit and copyright 6)Digital footprint,etc. 4

Cyber law and its importance Cyber law : The law which governs all the legal issues of cyberspace, controls cybercrime, provide legal status to online transaction, and covers several activities related to the internet is called cyber law . Importance of cyber law: -To control cybercrime. -Mitigates misuse of technology. -To flourish the IT industry in the nation. -To legalize online transactions. -To adopt and use new and modern technology. -Cyber law in Nepal was introduced in 30th Bhadra 2061 BS (15th ----September 2004 AD). The name of the cyber law of Nepal is “------Electronic Transaction and Digital Signature Act – Ordinance . 6

Provisions of cyber law in Nepal -Identify and punish cyber criminals. -Help to provide legal status to the IT industry. -Implementation of IT in governmental activities. -Monitors data privacy and misuse of technology. -Cyber ethics and crime Computer ethics: The moral principles and values or the code of conduct that must be followed by every computer user are called computer ethics. Commandments of computer ethics. -Do not use a computer to commit crimes . -Always use computers for the welfare of human beings. -Don’t use a computer to steal data and files. -Don’t use computers to publish fake news and information. -Don’t use a computer to bear false witness. 7

Some terms regarding cyber: cybercrime : The criminal activity or a crime committed by using a computer, the internet, or any electronic means and media is called cybercrime. Cybercriminals are also considered a criminal hence, cyber law has the appropriate provision for punishing cyber criminals. For eg , piracy, hacking, cyber bullying , phishing, salami saving, pornography, data diddling, spreading computer viruses, etc. Terms regarding the cyber: Intellectual property right: The law through which the creation(music, art, writings, etc ) made by the creator gets an actual reward and not being misused without proper compensation. Patent right: The law through which the inventor protects his/her invention(technological) from being used without proper compensation. Digital signature: It is the technology used to ensure the correct delivery of messages over a network. It uses private and public keys for the encryption and decryption of data. Encryption: The feature by which readable data and messages are converted into unreadable code and vice versa is called decryption. Trade mark: The sign or symbol used to represent a brand. Trade secret: The main secret principle or philosophy of running a unique business. Hacker: The person who enters another system without proper authorization. 8

Opportunity and threats in social media Some of the opportunity in social media are: To connect and exchange information Popularity of the communication technology Collaboration Promotion , news , events that can be offered through platforms Penetration into a new geographic market quickly To build short and long term relationship with prospects Need for spreading unbiased information to larger audience , etc. 9
