Leadership 16 Master of Government Management-ESP Leadership is the activity of influencing people to cooperate toward some goal which they come to find desirable Leadership is the art that stresses the attainment of mutual ends through coordination and motivation of both individuals and groups . Leadership is a complex social phenomenon which is also a vital consideration in the design of an organization. It could be considered as ability, behavior, art, authority, position, and influence among others.

Functions of a Leader 18 Master of Government Management-ESP 1. A leader must be able to inspire his people and share with them his values and personal goals. 2. A leader must learn to share responsibility with his people to facilitate the achievement of goals. 4. A leader must set the pace for the performance of his people. 5.
