The concept of environmental diplomacy appears associated with events (conventions) promoted between states and transnational organisations to discuss aspects related to regulating the use of natural resources and regulating pollution. Historical perspective One of early examples of environmental diplomacy dates back to 1748 when Frederick the Great negotiated a peace treaty with the Kingdom of Saxony in which the two countries agreed to preserve their shared forests. This treaty was one of the first international agreements to recognise the importance of environmental protection. The agreement set a precedent for future diplomatic efforts and demonstrated the power of environmental diplomacy to solve conflicts and promote cooperation between nations.
The rise of Environmental diplomacy Truly emerged in 1992 UN Conference on Environment and Development (UNCED) in Rio de Janeiro. Also known as the “Earth Summit”. It emerged in 1992 at the UN Earth Summit and involves negotiations between governments, organizations, scientists, and citizens to craft treaties and agreements like the Montreal Protocol, Kyoto Protocol, and Paris Agreement through compromise and consensus building. Environmental diplomacy works to find common ground on issues that know no borders requiring global collaborative efforts to safeguard our shared environment .
The past few years have witnessed a virtual explosion of multilateral negotiations aimed at addressing the new global environmental issues. These include the 1985 Vienna Convention on Protecting the Ozone Layer; the 1987 Montreal Protocol on Substances That Deplete the Ozone Layer; the 1989 Basel Convention on the Control of Transboundary Movements of Hazardous Wastes; the establishment in 1991 of the Global Environment Facility; the 1992 UN Conference on Environment and Development, and its offshoots, Agenda 21 and the Commission on Sustainable Development; the 1992 UN Framework Convention on Climate Change; the 1992 Convention on Biological Diversity; the 1993 UN Conference on Straddling Fish Stocks and Highly Migratory Fish Stocks; the 1994 UN Conference on Sustainable Development of Small Island Developing States; the 1994 UN Convention to Combat Decertification; the 1994 International Conference on Population and Development; the 1997 Kyoto Protocol on Climate Change; and numerous intergovernmental negotiations and working groups on such subjects as sustainable forest management, land and water resources, economic instruments, and biotechnology.
One of the most prominent examples of environmental diplomacy is the UN Framework Convention on Climate Change (UNFCCC), an international treaty that aims to prevent dangerous human interference with the climate system. The UNFCCC has led to a series of international agreements, including the Paris Agreement, which sets out goals for reducing greenhouse gas emissions and limiting global warming.
