Introduction of IHL Definition A set of rules which seek, for humanitarian reasons, to limit the effect of armed conflict, it protects persons who are not, or are no longer participating in the hostilities and limits imposes the means and methods of warfare. The (IRCR) organization came into being at the initiative of a man named Henry Dunant , who helped wounded soldiers at the battle of Solferino in 1859.
