The foundational organizations of India's cooperative credit system, Primary Agricultural
Credit Societies (PACS), provide services to roughly 13 crore farmers, the majority of
whom are small and marginal farmers. Despite their critical role, many PACS have
historically operated with manual processes, leading to inefficiencies and a lack of
transparency. ​





Recognizing these challenges, the Government of India initiated a comprehensive
digitization effort to modernize PACS operations and enhance their service delivery.

The Digital Transformation Initiative

In June 2022, the Cabinet Committee on Economic Affairs approved a Centrally
Sponsored Project for the Computerization of PACS (CSPCP), aiming to digitize around
63,000 functional PACS over five years with a total budget of ₹2,516 crore. The project's
objectives include increasing efficiency, ensuring transparency, and enabling PACS to
diversify their services. The initiative encompasses the development of cloud-based
software, provision of hardware, digitization of existing records, and training for PACS
personnel.

Case Study 1: Telangana's Pioneering Effort

Telangana emerged as a frontrunner in PACS digitization, completing the
computerization of over 900 PACS within two years starting in 2016. With this
accomplishment, Telangana became the first Indian state to digitize all of its PACS. The
digital transformation led to improved customer service, reduced human errors, and
enhanced operational efficiency.

Case Study 2: Odisha’s Core Banking Integration

Odisha became the first state to implement an integrated Core Banking Solution (CBS)
across all three tiers of its cooperative credit structure. By computerizing 2,565 PACS, the
state enabled farmers to access loans through ATMs and micro-ATMs, with proceeds
from paddy procurement operations, amounting to around ₹8,000 crore, credited
directly to farmers' accounts. This initiative significantly enhanced transparency and
accessibility for rural farmers.

Case Study 3: Nagaland’s Phased Digital Rollout

Nagaland initiated the computerization of 33 PACS in its first phase, with plans to extend
the program to an additional 198 PACS based on the initial phase's performance. The
state's approach includes implementing a comprehensive ERP solution to enhance
farmers' access to credit and other economic activities directly at the PACS level.

National Impact: Scaling Digital Success

As of January 27, 2025, hardware has been delivered to 60,382 PACS, covering 89% of
the target, while 50,455 PACS (74%) have been onboarded onto the Enterprise Resource
Planning (ERP) system. This progress indicates a significant stride toward the project's
goal of computerizing all 67,930 PACS across 30 states and union territories.
Impact Of Digitization

PACS digitization has produced a number of advantages:​

processes have reduced discrepancies and built trust among stakeholders.

Direct Benefit Transfers (DBT), crop insurance, and input distribution, more

planning and policy formulation at various administrative levels.


●​Financial Inclusion: Digitization has facilitated the inclusion of more farmers into
the formal banking system, providing them with access to credit and other
financial services.


Economic Indicators: Measuring Progress​

●​Deposit Growth: PACS deposits increased by 15.4% between 2021 and 2023,
reflecting enhanced trust and financial inclusion.


●​Loan Dynamics: While total loans declined by 12.92% during the same period, the
share of agricultural loans remained high at 78.76%, indicating a focused
approach toward core beneficiaries.

●​Membership Expansion: Total PACS membership reached 16.04 crore, with small
farmers constituting 45.55%, underscoring the societies' role in supporting
vulnerable groups.

Despite the progress, challenges remain. As of March 2023, only 44.7% of PACS recorded
profits, with issues such as high non-performing assets (NPAs) and operational
inefficiencies persisting. To address these, continuous capacity building, robust
