MORESCO-1 SAFETY MANUAL CHAPTER-1

SECTION 1: COOP SAFETY MANUAL SECTION 2: APPLICATION AND RESPONSIBILITY SECTION 3: SUPERVISOR RESPONSIBILITY SECTION 4: REPORTING PERSONAL ACCIDENTS AND INJURIES SECTION 5: OCCUPATIONAL HEALTH AND SAFETY OFFICER SECTION 6: SAFETY COMMITTEE

SECTION 1: COOP SAFETY MANUAL These safety manuals have been developed in the interest of the safety of the employees and the public to prevent partial disability and loss of time, and to prevent loss of life of personnel directly involved with such work. By cooperating in the enforcement of, and complying with these rules both the employee and the public will be better protected and the operation of the coop’s equipment and facilities made safer.

SECTION 2: APPLICATION AND RESPONSIBILITY These rules shall be known as the MORESCO-1 Safety Manual. Every employee shall have a copy of these manuals while they are employed. Each employee shall carefully study and observe the rules embodied in this manual, more particularly those applying to his/her duties and responsibilities. All safety rules shall be obeyed and ignorance thereof will not be accepted as an excuse for their violation. All employees are encouraged to make suggestions for changes of these rules or working conditions to promote safety in the coop. Suggestions should be submitted to the safety committee.

SECTION 3: SUPERVISOR RESPONSIBILITY The supervisors are charged with the responsibility of enforcing this rule. Each supervisor shall see to it that employees under his direct supervision observe the safety rules. In case when violation is incurred with consent of the supervisor, penalty that may imposed upon a supervisor shall be equivalent to the penalty of the rule violated. Where other safety precaution are necessary in the performance of a job, the supervisor or the employee acting as such, shall undertake said necessary precautions to ensure safe work operation. In case when safety is compromised which includes (1) the lack of safety gadgets or equipment, and (2) unsafe working conditions ( eg. severe weather, security threat, virus-stricken area, under natural calamity event), the employee has the rights to refuse such directive from the supervisor. The supervisor, in case of doubt of any employee as to the meaning and intent of any part of this rule, shall explain the same to the latter. In case of further doubt, the case may be referred to the Division Head/ Department Manager/ Service Area Manager who may resolve the question.

SECTION 4: REPORTING PERSONAL ACCIDENTS AND INJURIES The employee should report the incident to his immediate supervisor within 24 hours. The latter, upon knowledge of the incident thru the employee involved or by any means, should then formally report the accident or injury to the safety committee through the Occupational Health Safety Officer and Company Nurse within 24 hours upon receipt on the reported incident, using the accident/incident report form, duly signed by the concerned Department Head/Service Area Manager (however, when the event occurs on a weekend or a holiday, such report should be submitted on the next working day). During the occurrence of the accident, the concerned employee must immediately report to the company nurse to facilitate the needed first aid and/or coordinate with appropriate medical facility for further treatment. The company nurse must then report the incident to SSS for the sickness-benefit claim within 5 calendar days upon receipt of the report from the immediate superior of the involved employee on the accident.

Public Accidents The Public Accidents is defined as an incident that involves external parties or non- affiliated person from MORESCO-1 that occurred during the employee’s performance of assigned work. In case of injuries sustained by the public occasioned by the employee’s performance of his assigned work, the latter or his immediate supervisor shall immediately report the incident to any of the following: Any accredited hospitals or retainer physician, anybody of the safety committee member, and company nurse. The employee should report to his immediate supervisor the incident. The latter, upon knowledge of the incident through the employee involved or by any other means, should then formally report the accident or injury to the safety committee using the accident report form, duly signed the concerned Department Head/Service Area Manager, within 24 hours from the time of accident, (however, when the event occurs on a weekend or a holiday, then such report should be submitted on the next working day).

SECTION 5: OCCUPATIONAL HEALTH AND SAFETY OFFICER The responsibility of the Occupational Health and Safety Officer must be enhanced to ensure a safe work place which must include but not limited to: Establishes safety manual and safety practices. Periodically reviews and evaluates effectiveness of the safety manual and safety practices. Periodically conducts inspection, evaluation, and recommendation of safety equipment, gadgets, and tools that fulfills work safety conditions. Conduct safety orientation to newly hired employees. Conduct of periodic refresher course relative to safety. Conduct random inspection and evaluation on safety practices in every major COOP activity such as but not limited to power interruption, mass gatherings, coordination meetings, on- site inspection.

SECTION 6: SAFETY COMMITTEE The Safety Committee shall perform the following duties and responsibilities: Assess and recommend corrective actions on reported accidents and incidents to prevent or minimize accident occurrence/ damage to property in the workplace. Conduct safety committee meetings quarterly or as needed. Report to the management quarterly or as needed. Periodically review and evaluate effectiveness of the safety manual and safety practices. Conduct regular inspection semi-annually of the organizational workplace; the purpose is to discover and check for workplace improvements.
