Policy Initiatives Curbing purely land investment activities in GIDC estates through major policy decisions, thereby ensuring that land is available to genuine investors Ban on transfer of open plots. Ban on change of purpose in saturated estates. Strict time limit on utilization of plot. No extension thereafter. Improved compensation policy if plot holder returns vacant plot to GIDC. A new Comprehensive Participative Policy in which land owners are made partners in the economic development of the estate. Policy To Develop Estates In PPP Mode on privately owned land. Thrust on training and skill up-gradation Environmental Management Thrust on drastically improving infrastructure in existing industrial estates. New estates to be developed with modern infrastructure, utilities and services.

Critical Infrastructure Project Scheme Government has launched Assistance to Critical Infrastructure Project Scheme under Industrial Policy 2009 vide GR dated 27.02.2009. Industries Association, Chamber of Commerce, Federation of Industries, group of industrial units, large projects/industrial house are eligible for assistance under the scheme. Assistance is given for up-gradation of infrastructure of the industrial estate. Till October 2010, State Government has sanctioned 181 projects worth Rs.1318 crore in 89 GIDC Estates under the scheme. Assistance up to 60% of project cost, with ceiling of Rs 20 crore, is given by the State Government for individual projects. GIDC provides additional 20% assistance. Industry has to bear 20%. More than one project can be sanctioned in an estate. In smaller estates, of less than 50 ha and 51 to 100 ha, the contribution of Industry is only 5% and 10% respectively. In such cases, GIDC’s contribution is 35%/40% of the project cost.

Outsourcing of Services GTU and Private Engineering Institutions GIDC has started outsourcing some of its engineering activities to GTU. MOU signed. Novel instance of Government-academia collaboration . MOUs with Private Engineering Associations to be signed soon. SPV formation through JV GIDC has formed SPVs in JV mode with IL&FS for developing logistic park and township, and with Multi Mantech for O&M of water supply scheme in PCPIR.

Environmental Management Established Gujarat Cleaner Production Centre for promotion of Cleaner Production / Clean Technology under technical guidance of UNIDO. MoU signed between GOG, DMICDC and Japanese Corporations for developing Smart Cities and Eco Townships in Dahej and Changodar . Under Industrial Policy 2009, State Government provides financial assistance for implementation of Cleaner Production (CP) / Clean Technology (CT) tools. State Government has instituted Cleaner Production Award to motivate industries for adopting CP/CT. 10 Green Societies formed since 2008.

Skill Up-gradation Centers (SUCs) GIDC has tied up with Directorate of Employment &Training to undertake training and skill up-gradation program in PCPIR. GIDC is providing the fee, stipend, accommodation, etc. 164 persons are undergoing a 2 year course totally funded by GIDC. Expenditure per person for the above course is Rs.70,000. 47 SUCs constructed and 2 under construction for imparting training in various GIDC estates. 50 more to be constructed. Skill up gradation courses through virtual classrooms to be started in 6 estates in 2010-11. State of the art apparel training centers started in Ahmedabad and Surat Apparel Parks through ALT Training Foundation, Bangalore.

E-Governance Computerization of operational activities of GIDC under Integrated Software Program underway. Visual Information System for GIDC estates under GIS platform through BISAG under test run. Online Application System rolled out in 19 GIDC estates. WiMAX Project - Wireless Broadband internet facility rolled out through BSNL at Vatwa , Odhav , Gandhinagar , Ankleshwar & Vapi . IPM Excellence Centre - Virtual Class Room concept to train technical manpower being started with studio at Gandhinagar and class rooms at Vatwa , Savli , Sachin , Ankleshwar & Vapi estates. Online Grievances Redresal System has been initiated by GIDC. GIDC offices to be linked with video conferencing facility within this year.

Corporate Social Responsibility PCPIR Welfare Society constituted for R&R of affected population in the PCPIR. Rs.15 per sq. mt . is charged from new allottees in the PCPIR for welfare activities Rs 22 crore contributed to the Society so far under this policy TERI appointed as consultant to carry out survey of affected population for R&R Rs.5 crore each sanctioned by GIDC and Dahej SEZ Ltd. for new OPD Ward in Bharuch General Hospital Navsari and Tapi districts adopted by GIDC for funding the anemia control program of the State Health Department. Likely expenditure is Rs.20 crore p.a. Rs. 50 crore committed for Mahatma Mandir at Gandhinagar . Centre for Industrial Area Planning & Management started in CEPT University. GIDC has committed Rs.5 crore . Rs.5 cr. given to Gujarat Socio Economic Development Society constituted by FD. GIDC has started providing Summer Internship from May 2010. First batch of 18 students completed 8 week course.

Rs. 36 crore spent on construction of 49 SUCs. GIDC will spent Rs.50 crore from its own fund to construct an Engineering College at Navsari and a Polytechnic at Khambhat. Will commence from 2011-12. 292 Anganwadis and Livelihood Centers in 175 villages would be built at a cost of Rs. 30 crore. Rs.4 crore paid for providing gas stove and pressure cooker in Anganwadis of Banaskantha and Sabarkantha districts. Rs.26 lacs sanctioned for Akshay Patra Foundation for purchase of 3 vehicles for providing Mid-Day-Meal in villages of Padara Taluka of Vadodara District. Water supply scheme of Rs.12 crore approved for 10 villages in Dahej region. Rs.20 crore sanctioned for up-gradation of approach roads to villages in Dahej area. Corporate Social Responsibility

Sharing of Revenue with Panchayats Through a GR dated 29.01.1999 issued by the I&MD, 33% of Consolidated Tax recovered by Notified Area was given to DRDA for development works of villages whose lands were acquired for the Notified Area. Rs. 72 crore given to DRDA for development works in such villages during 1998-99 to 2009-10. GOG has revised the above policy vide GR dated 08-10-2009. A committee under the District Collector is constituted to decide the development works to be undertaken within a radius of 5 km. of Notified Area with the 35% share of Consolidated Tax.

Board of Management Notified Areas GIDC has formed Board of Management (BOM) in most of the Notified Areas, which gives power to the industry representatives to take care of the administration of the estate. BOM comprises of majority of members from industry
