Democracy can function smoothly and according to the concept of swaraj only if it is decentralized. (‘‘centralization as a system is inconsistent with non-violent structure of society’’).
He wanted the center of power to move from cities to villages.

2. swaraj According to western ideology it means Liberty & Freedom, Also in India it means ‘‘azadi’’. Swaraj has been the goal of freedom movement. The concept of swaraj kept evolving. ( Because of political, social & economical changes ). Eg :- Moderates :- It means greater representation of Indians in governance of administrative decision making. Extremists :- It was Self Government. Poorna Swaraj 1930 :- Complete Independence.

Gram Swaraj , a special term coined by Mahatma Gandhi and later developed by Vinoba which promotes conversion of every village into a self-efficient autonomous entity where all the systems and facilities for a dignified living are available.
