Traditional methods of monitoring pet vaccinations, which often rely on manual record-keeping, have proven to be inefficient and prone to errors. These challenges can lead to missed vaccinations, which in turn increases the risk of disease outbreaks. As cities grow, the need for a more streamlined and effective solution becomes apparent.

This study proposes the development of a web and mobile-based pet vaccine monitoring system designed to strengthen animal health management in barangays across Caloocan City. By leveraging modern technology, the system aims to provide pet owners, veterinarians, and local authorities with a reliable and user-friendly platform to monitor and manage pet vaccinations. This digital approach will not only improve the accuracy of vaccine tracking but also encourage responsible pet ownership, contributing to the overall public health and safety of the community.

Background of the study Pet ownership is common in many barangays around the Philippines, where Dogs and Cats are common household pets. But municipal authorities have a big problem making sure these Dogs and Cats are healthy and in good shape, especially when it comes to vaccinations. Understanding this problem, creating a web and mobile based pet vaccination monitoring system is essential for enhancing data accuracy, organizing the procedure, and managing pet healthcare in barangays.

The proposed system aims to provide a user-friendly platform that can be accessed through mobile applications and online browsers for barangay authorities and pet owners. Pet owners can register their beloved pets using this system, make appointments for vaccines, and get reminders for the upcoming vaccinations. CHAPTER II REVIEW OF RELATED LITERATURE AND STUDIES Introduction This chapter presents a thematic outline of literature and critical analysis of previous studies related to the research study. Those included in this chapter help in familiarizing with information that is relevant and similar to the present study.

REVIEW OF RELATED LITERATURE AND STUDIES ( Bitrus Joseph et., al 2020) . The study discusses the design and implementation of a secure web-based medical record management system at Federal University Wukari (FUW) Clinic. The current paper-based system is problematic due to issues like misplacement, unnecessary duplication, and lack of backup facilities. The project aims to automate these processes by designing a web-based application that minimizes the cost of stationery materials and enhances the integrity and security of patients' medical records.

The system uses security tools to prevent unauthorized access, such as a One Time PIN (OTP) for sign-up and MD5 encryption for passwords. The system uses HTML, CSS, Javascript, PHP, and MySQL as scripting languages, with different user privileges based on their statutory functions in the clinic. The system grants different users privileges to perform actions within their official duties. (Farida Habib Semantha et., al 2021) This paper discusses the need for a comprehensive data privacy framework for the Patient Record Management System (PRMS). Privacy is a growing concern in today's rapidly changing economy, particularly for personal and sensitive user data. The study analyzes contemporary frameworks to identify key mechanisms to create a sophisticated data privacy framework to reduce data breaches. PRMS manages personal and sensitive data while providing healthcare services to patients, which can carry significant risks to their data privacy.

The research proposes a novel conceptual framework with three phases: planning to identify limitations of contemporary frameworks, incorporating key components of data privacy to ensure efficiency and effectiveness, and implementing selected requirements to prevent privacy breaches. The framework aims to provide sophisticated resistance against continuous data breaches in the patients' information domain. (Dara Tith et., al 2020) focused on the diverse impact of application of blockchain to maintaining patient records in electronic health record for enhanced privacy, scalability, and availability Their study underscored its feasible and flexible with scalability and availability in adapting to existing EHRs for strengthening security and privacy in managing patient records. Our research is expected to provide an effective method to integrate dispersed patient records among medical institutions.

Systhesis The proposed study on the development of a Web-Based Patient Record Management System with QR Code Integration for the Rural Health Unit of Camarin, Caloocan City, aligns with several themes and findings from the reviewed literature. Similar to Bitrus Joseph et al. (2020), the study acknowledges the challenges associated with paper-based patient record systems and aims to automate processes to enhance efficiency and integrity. Additionally, like Farida Habib Semantha et al. (2021) and Dara Tith et al. (2020), the proposed study recognizes the importance of privacy and security in patient record management, albeit with a focus on QR Code integration as a solution. Moreover, the study shares a common goal with Muhammad Zia Hydari et al. (2019) and Vikash Kumar et al. (2023) in leveraging technology to improve patient safety and healthcare service quality.

However, the proposed study differs in its practical implementation approach tailored for a rural health unit context, distinct from the conceptual frameworks and analyses presented in the literature. By addressing the specific needs and constraints of rural healthcare settings, the proposed study aims to provide a comprehensive and practical solution for enhancing patient record management in the target area.
