How are NAPs and NDCs aligned? Adaptation component of NDCs (NDC-As): Goal-setting High-level vision, objectives and needs a country intends to address through adaptation action. N APs: Vehicle for implementation Country-driven national level process to integrate adaptation into planning, and to implement adaptation actions priorities in NDCs.

What is Alignment? Alignment is the process of identifying synergies among policy processes with common objectives to increase efficiency and effectiveness for improved outcomes. Alignment can increase: Coherence E fficiency E ffectiveness

The NDC does not include an adaptation component or was developed before the NAP process was initiated. The NAP is clearly identified and recognized as the primary planning and implementation mechanisms for adaptation. Priority actions or contributions are derived from the NAP. The NDC draws from the NAP and high-level adaptation information is partially aligned. Priority actions or contributions are largely derived from the NAP. Making the links: Adaptation in NDCs 151 of 166 (91%) of second or updated NDCs as of July 2022 contained adaptation information. 18 NDCs were designated as AdComs . Parties including an adaptation component in their NDCs are encouraged to use the AdCom guidance (decision 9/CMA.1). AdCom guidance has a double function, guiding 1) AdComs and 2) adaptation components of NDCs. NDCs can use information generated through the NAP process. Why should we encourage and work toward NAP-NDC alignment?

Gender in NAPs and NDCs – Key Findings Based on a review of NAPs and NDCs for a sample of 18 countries: In general, integration of gender considerations tends to be stronger in NAP documents (likely because they are more detailed documents that provide more scope for this) NDCs tend to focus more on process (e.g. referring to a gender analysis that was completed) and commitments (e.g. to gender-responsive planning) rather than providing detailed analysis of gender issues and how they are integrated in adaptation action If the NAP came first, strong integration of gender in the NAP often leads to more substantive integration in the NDC (but not always)

Why align NAPs and NDCs? NAP processes serve to raise the profile of adaptation in the country, building a foundation for the NDC Leveraging the NAP process improves the quality of the adaptation-related information in the NDC Ensures consistency in gender equality and social inclusion (GESI) approaches. Including adaptation costing in NDCs supports establishment of more accurate global cost estimates The NAP process is the key mechanism for adaptation and should inform adaptation information in NDCs

If your NAP was developed following the last NDC, use the NAP process to inform the development of our future NDC. Use the NAP process to improve the quality of the adaptation-related information in the NDC to demonstrate progress Use the NAP process to add value and enhance your country’s NDC adaptation goal Ensure consistent messaging across NAP and NDC Communicate the cost, needs and financial priorities for adaptation Make adaptation more visible ! 2025 NDC Update: An opportunity to align the NDC and NAP process?

Key Considerations for Aligning Gender-Related Information in NDCs and NAPs Recognize that gender issues differ for adaptation and mitigation, requiring a tailored approach Ensure that relevant gender experts are engaged in the process Connect with the NAP team to: Understand how gender and other social issues are approached in the NAP Access gender analyses or other research that has been done to inform gender-responsive adaptation planning Identify key actors within government and outside who can support integration of gender considerations in the adaptation component of the NDC

Important: Countries are free to choose IF an d HOW they want to present adaptation information in their NDC. But existing guidelines for other instruments may be applied to the NDC adaptation component such as: Option 1: Guidance in relation to the Biennial Transparency Report’s Climate Change Impacts and Adaptation Chapter Option 2: Guidance in relation to the Adaptation Communication What adaptation information should be included in the adaptation component of the NDC?
