The first definition of HRM is that it is the process of managing people in organizations in a structured and thorough manner. Human: refers to the skilled workforce in an organization. Resource: refers to limited availability or scarce. Management: refers how to optimize and make best use of such limited or scarce resource so as to meet the organization goals and objectives. “According to Flippo , human resource management is the planning, organising , directing and controlling of the procurement, development, compensation, integration, maintenance and reproduction of human resources to the end that individual, organisational and societal objectives are accomplished”.

“ According to Michael J Jucious , Human resource management may be defined as that field of management which has to do with planning, organizing and controlling the functions of procuring, developing, maintaining and utilizing a labor force, such that the (a) objectives for which the company is established are attained economically and effectively, (b) objectives of all levels of personnel are served to the highest possible degree, (c) objectives of society are duly considered and served”.

HRM determines the right number of personnel at right place at right time HRM also provides training and development opportunities for their efficient performance The aim of HRM is to attain organizational objectives through the contribution of employees HRM is dynamic and pervasive (all inclusive) HRM is the utilization of a firm’s human resources to achieve organizational objectives HRM refers to a set of programs, functions, and activities designed and carried out to maximize both employees as well as organizational effectiveness

Advised to Departmental Heads Personnel manager advises the heads of various departments on matters such as manpower planning, job analysis, job design, Recruitment, selection, placement, training, performance appraisal, etc.
