IMPLEMENTATION AND CHALLENGES OF THE ICAO SAFETY MANAGEMENT SYSTEM IN AIRPORTS
ICAO (International Civil Aviation Organization) has created SMS (Safety Management Systems) to improve aviation safety. SMS implementation in airports entails a systematic approach to risk management, ensuring that hazards are recognized, analyzed and efficiently managed. Implementation of ICAO-SMS in Airports :
Commitment from top management: The first step in implementing an ICAO-SMS is to obtain commitment from top management. This involves establishing policies, objectives, and goals for safety management . 01
ESTABLISHING OBJECTIVES AND SAFETY POLICY: Define the responsibilities of all levels of management and staff regarding safety. Establish the airport's commitment to comply with all relevant safety regulations and standards Based on the safety policy, establish specific safety objectives and targets that support the overall safety goals of the airport. Objectives should be measurable, achievable, relevant, and time-bound Establishing Objectives Establishing Safety Policy
Establishing a safety management team: A safety management team is formed, comprising individuals from different departments within the airport. The team is responsible for the development, implementation, and maintenance of the SMS. 02
Hazard identification and risk assessment: Risk assessment is then performed to evaluate the likelihood and severity of these risks. Establish risk criteria to determine acceptable levels of risk. Prioritize identified risks based on their level of severity and likelihood. Focus resources on addressing high-priority risks that pose the greatest threat to safety. The airport conducts a thorough hazard identification process to identify potential safety risks. Conduct regular safety inspections and audits. Review incident and accident reports. Analyze safety data, including safety reports, safety performance indicators, and trend analyses. Hazard identification Risk assessment
Safety assurance : Safety assurance involves monitoring the effectiveness of implemented safety measures. This includes regular safety audits, inspections, and performance monitoring .
Safety promotion : Safety promotion involves creating a safety culture within the airport. This includes training programs, safety awareness campaigns, and communication strategies to promote safety among employees and stakeholders.
Documentation and record-keeping : Proper documentation of safety processes, incidents, and corrective actions is essential. This ensures that the SMS is well-documented and transparent .
Continuous improvement : The SMS is subject to continuous improvement based on lessons learned from incidents, audits, and feedback. Regular reviews and evaluations help identify areas for improvement.
Complications Faced by Stakeholders: Implementing Safety Management Systems (SMS) in airports involves various stakeholders and can face several complications during the process. Here are some common complications faced by stakeholders
Complications Faced by Stakeholders: Resistance from staff, especially from those who are accustomed to existing practices and procedures. Lack of understanding or skepticism about the benefits of SMS implementation Limited financial resources for training, hiring additional staff, and investing in new technologies required for SMS implementation. Staff shortages, especially in smaller airports, leading to difficulties in dedicating personnel to SMS-related activities 01 02 Resistance to Change Resource Constraints
Inadequate communication and coordination among different departments and stakeholders involved in SMS implementation . 03 04 Communication Challenges: Complications Faced by Stakeholders: Lack of adequate training and education for staff on SMS principles, hazard identification, risk assessment, and safety reporting. Training and Education:
Conclusion: The adoption of ICAO-SMS in airports has resulted in considerable improvements to safety requirements. However, airports and other stakeholders encounter a number of challenges during the implementation process. By resolving these problems, airports may ensure that they fully experience the benefits of ICAO-SMS while also continuing to improve aviation sector safety standards
