LAGOOZ SCHOOLS SAFEGUARDING AND CHILD PROTECTION POLICY

A. This SAFEGUARDING and Child Protection policy applies to all staff, board of trustees, volunteers, Parents, students or any one working on behalf of Lagooz Schools.   Children are the pivotal link between now and the future. The future of our nation and the world in general depends on the type of children we raise today. Children are the human capital. We must therefore protect them from bullying, neglect, maltreatment, corporal punishment, abuse, violence and exploitation

This safeguarding and child protection policy is therefore necessary to motivate all staff, parents, community members and all stakeholders in general to give priority to the safeguarding and protection of all Lagooz Children both in School and at home. This policy is a catalyst for awareness and commitment of all stakeholders.

B. VISION Lagooz Schools aims at creating a 'child safe" environment where children's right are respected, they are protected and given the opportunity to participate in taking decision that involves them. All staff and stakeholders should be confident, competent and empowered to care and protect the children.

C. PURPOSE The purpose of this policy is to 1 . Protect All Lagooz Schools Learners within and outside the school. 2 . Provide all staff and stakeholders of the principles that guide our approach to Safeguarding and Protecting Lagooz Children. 3 . Promote the welfare of Lagooz Learners and ensure Best Safeguarding practices and requirements.

D. GENERAL POLICY STATEMENT Lagooz acknowledge that 1 . The rights, welfare and safety of the child, are the State Government's first and paramount consideration. 2 . This policy supports all State Government staff to respond appropriately to potential child protection concerns, including suspected abuse or neglect. It is our commitment to protect children from abuse and to recognise the important role of staff that have dealings with children. 3 . All children in the state must be treated equally with respect and fairness, regardless of age, culture, religious background, disability, creed, ethnicity or health status.

E. DEFINITION Child : A child is any unmarried person under 18years as provided by the Child Right Law 2007. Law of Lagos State of Nigeria. Child Protection: This is the prevention and response to all form of child concerns/challenges- such as abuse, neglect. Child Protection Unit, Ministry of Youth & Social Development: The department responsible for safeguarding the development of the child through the prevention of all forms of abuse against children, coordinating response and investigation of suspected abuse and neglect for providing care and protection to children found to be in need. Designated person for Child Protection A staff who is passionate caring showing high standard of discipline and moral will be the Child Protection and safeguarding officer.

Disclosure : Information given to a staff member by a child, parent or caregiver or a third party in relation to abuse or neglect must be treated confidentially and will only be disclosed to authorities who have the ability to proffer solution. Physical Abuse: It includes acts of violence such as punching(hitting with a fist), kicking, flogging, beating with an object, choking, smothering, trying to drown, burning intentionally, or using or threatening to use a gun, knife or other weapon, regardless of whether or not it resulted in obvious physical or mental injury. It is not focused on acts of discipline, although many of those perpetrating the violence may be doing so in the name of "discipline" Safeguarding: This is the action taken to promote the welfare of Lagooz children and protect them from all harm. Safeguarding is protecting children from maltreatment; preventing impairment of children's health and development; ensuring that children grow up in circumstances consistent with the provision of safe and effective care; taking action to enable all children to have the best outcomes.

Significant Harm: Some children are in need of help and intervention because they are suffering, or likely to suffer, significant harm. This is the threshold that justifies compulsory intervention in family life in the best interests and promotion of welfare of a child. Significant harm can be considered as the severity of maltreatment, the degree, extent, duration and frequency of abuse and neglect; the extent of premeditation, presence or degree of threat, coercion, sadism and bizarre or unusual elements. Social Workers: These are qualified professionals who receive and respond to children concerns . Specialised Police Unit in Nigeria Police( Juvenile Welfare Centre) The agency respond when children are in immediate danger. They work with children protection unit and other unit to investigate cases of abuse or neglect were an offence must have occurred. Sexual Abuse: This includes forcing or enticing a child to take part in sexual activities whether or not they are aware of what is happening. The apparent consent of the child is irrelevant. Sexual abuse can be but is not limited to Contact Abuse : genital, anal, fondling, masturbation, oral sex, penetrative or non penetrative etc Non Contact exhibitionism, exposure to porn, sexual imagery, suggestive behaviour or comments

Emotional Abuse: This is any act or omission that results in adverse or impaired psychological, social, intellectual and emotional functioning or development. This can be Patterns of Isolation, degradation, constant criticism or negative comparison Exploitation, Terrorising a child, Exposure to family or intimate partner violence Neglect: This is the most common form of abuse. It includes Physical: Looking rough and uncared for, dirty, without appropriate clothing, not getting necessity of life like warm place , food and clothing. Emotional: Not getting comfort, attention and love Neglectful Supervision: Leaving children without a responsible daughter to look after them or no safe home to return to. Medical Neglect : Children should get immunisation at the appropriate time, the skin and body should be cared for. Educational or Vocational Neglect Every child is entitled to education. Enroll them in school or Vocational Centre. Allowing truancy is another form of neglect.

F. LEGAL FRAMEWORK This policy was drawn up on the basis of law and guidance that seeks to protect children namely:- 1. Convention on the Rights of the Child 1989 2. African Charter on the Rights and Welfare of the Child, 1999 3. Child's Rights Act, 2003 4. Lagos State Child's Rights Law, 2007 5. Prevention Against Domestic Violence Law, 2007 6. Criminal Law of Lagos State 2011 7. The Family Court of Lagos State (Civil Procedure) Rules 2012 8. EO/BRF/005OF2014, Lagos State Sex Offenders Monitoring Programme

FOUR STATE GOALS OF THE LAW Safety – All children have the right to live in an environment free from abuse and neglect. The safety of children is the paramount concern that must guide child protection efforts. Permanency – Children need a family and a permanent place to call home. A sense of continuity and connectedness is central to children's healthy development Health and Well-being – Children deserve nurturing families and environments in which their physical, emotional, educational, social and health needs are met.

Safeguarding and promoting the welfare of children, by - Protecting children from maltreatment Preventing impairment of children's health or development Ensuring that children are growing up in circumstances consistent with the provision of safe and effective care Undertaking that role so as to enable those children to have optimum life chances and to enter adulthood successfully. Child protection practices must take into account each child's needs and should promote the healthy development and sustainability of family relationships and units.

G. IDENTIFY CHILD ABUSE AND NEGLECT It is the responsibility of all staff and stakeholders to look out for signs of abuse and neglect in Learners. Lagooz will also appoint a safeguarding and Child protection Officer who can take the report and attend to it with the urgency that it demands. Early identification is key to avoid excessive damage to the child. When these cases are confirmed, Lagooz will in turn report to the identified agency above in the event that the case is above what they can handle. Some signs of abuse or neglect include withdrawal from peers, isolation, depression, sudden drop in academic performance, negative behavioural changes, frequent illness with little or no medical attention etc.

H. SAFE RECRUITMENT OF STAFF. i . Safeguarding and child Protection starts from how we recruit staff. Therefore Lagooz Schools staff recruitment shall consider the following when recruiting staff A minimum of two (2) written character references, by a family member and any other person that has more than two years relationship with candidate, shall be provided by the candidate. Verification of the references must be carried out by the concerned organization before an offer of employment is made. ii. Assigned statement of commitment to the organization's Child Protection Policy must be a condition of employment.

iii. All intending personnel should be mandated to depose to an affidavit of good behaviour as regards their interaction with children. iv. At least one member of the recruitment panel should have undergone training or be familiar with the issues of child protection and safer recruitment guidelines. v. The principles of safe recruitment should be included in the terms of any contract drawn up between the organisation and staff, contractors or agencies that provide services to work with, children for whom the organisation is responsible. vi. All organisations are mandated to carry out a background search in the Lagos State Sex Offenders Register to determine whether or not the intending personnel is a sex convict. vii. The organisation should monitor compliance with the contract which should also include a requirement that the provider will not sub-contract to any personnel who has not been part

I. SAFEGUARDING AND CHILD PROTECTION   LAGOOZ SCHOOLS WILL SEEK PROTECT AND KEEP CHILDREN SAFE BY :- a) Protecting and valuing them, listening to and protecting them, b) Creating an environment to encourage children to develop a positive self image, c) Encouraging children to develop a sense of independence and autonomy in a way that is appropriate to their age and stage of development, d) Providing a safe and secure environment for all children, e) Sharing information about child protection and good practice with children, parents, staff and volunteers,

f) Sharing concerns with relevant agencies and involving parents and children appropriately. g) Promote and prioritise the safety and wellbeing of children and young people. h) Ensure everyone understands their roles and responsibilities in respect of safeguarding and is provided with appropriate learning opportunities to recognise , identify and respond to signs of abuse, neglect and other safeguarding concerns relating to children and young people. i ) Ensure appropriate action is taken in the event of incidents/concerns of abuse and support provided to the individual/s who raise or disclose the concern. j) Ensure that confidential, detailed and accurate records of all safeguarding concerns are maintained and securely stored. k) Prevent the employment/deployment of unsuitable individuals. l) Ensure robust safeguarding arrangements and procedures are in operation.

DISSEMINATION The policy and procedures will be widely promoted and are mandatory for all staff and stakeholders of LAGOOZ SCHOOLS Failure to comply with the policy and procedures will be addressed without delay and may ultimately result in dismissal/exclusion from the organisation .

MONITORING The policy will be reviewed a year after development and then every three years, or in the following circumstances: a) Changes in legislation and/or government guidance b) As a result of any other significant change or event.
