ABSTRACT
A study conducted to assess heat gain concerns and overall comfort levels in an institutional
facility housing police officers and inmates. Participants include officers from the Philippine
National Police (PNP)/Bureau of Jail Management and Penology (BJMP), as well as Persons
Deprived of Liberty (PDL). Sampling methods ensure representation while maintaining security
protocols.
Data collection involves a mixed-methods approach, utilizing structured questionnaires and
interviews to gather quantitative and qualitative insights. Findings suggest a need for improved
building design and materials to enhance comfort and energy efficiency while prioritizing
security. Implementing such strategies can create a healthier environment for both inmates and
staff.

Prisondesignsconsiderbotharchitecturalandsocialfactors,
likesecurityneedsandtheprison'smission.Inmates'
housinghassevenzones,impactingdesignchoices.
Prisongoalsaffectsocialaspects,likehowinmatesare
treatedandtheircomfort.Designaddressesenvironmental
factors,likelightingandnoise,andsocialones,like
interactionandprivacy.
Theprisonenvironmentaffectsinmates'well-being,so
designfocusesonfactorslikedaylightandairquality.
Positivesocialinteractioniscrucial,supportedbythelayout
ofspaces.
IntheUAE,there'sabalancebetweendesignfreedomand
strictrules.Prisonsneedtobebothcomfortableandenergy-
efficient,whichcanbeachallenge(Elkadi,2015).
Environmental Conscious Prison Design

Naturalventilationuseswindandthermalbuoyancy
tocirculateairinbuildings,whilemechanical
ventilationreliesonfans.Windandtemperature
differencescreatepressurechangesthatpushair
intoandoutofbuildings.Warmairrises,creatinga
"stackeffect"wherehotairescapesfromhigh
openingsandcoolairentersfromlowones.The
"neutralpressurelevel"iswhereindoorandoutdoor
pressuresbalanceandaffectsventilationdesign.
Differentventilationstrategiesincludesingle-sided
ventilation,crossventilation,andstackventilation,
eachwithitsadvantagesandchallenges.Stack
ventilationrequiresatemperaturedifferenceofat
least3°Fbetweenindoorandoutdoorairand
involvesplacingopeningsatdifferentheightsto
maximizeairflow(Bhatia,n.d.).
Natural Ventilation

Shadingdevicesarecrucialformanagingsunlightinbuildingstoimprovetheirindoorenvironment.Theycanbe
internal(likeblinds)orexternal(likefins).Thesedevicesaredesignedtoblockexcessivesunlightinsummerwhile
allowingitinduringwinter.Internalshadingreflectssomeradiationbutabsorbsandreleasestherestintothe
room,whileexternalshadingpreventsdirectradiation,reducingheatgainsignificantly.Properplacementofthese
devicesisvital,withfullyshadedglazedareasreducingsolarheatgainbyupto80%(Szegedinensia,2021).

Thesurveyresultsrevealamixedperceptionamongbuildingusersregardingvariousaspectsoftheindoorenvironment.Whilethe
majorityfeelthatthebuildingishotduetoinsufficientventilation,aminoritydisagrees,citingthepresenceofairconditioningunitsin
someoffices.Similarly,thereisdisagreementaboutthebuildingbeingcold,with20%believingitiscoldinside.
Regardingaircirculation,mostusersexpressdissatisfaction,yettherearestillsomewhofinditsufficient.Similarly,whilemanyfeelthere
isinadequatelightingdespiteartificiallights,over20%believethelightingisadequate.Theperceptionofspaceavailabilityisalsodivided,
withalargenumberdisagreeingaboutenoughspacebutover30%findingitsufficient.
Satisfactionandcomfortlevelsamongrespondentsaremixed,withasignificantnumberexpressingneutrality.However,analmostequal
numberagreeanddisagreeabouttheirsatisfactionandcomfortlevelsasbuildingusers.

Green materials help reduce the negative environmental impact when it is used at the building and contribute to
healthier, more energy-efficient, and cost-effective spaces for occupants.
LANDSCAPING
Brise-soleil can add a unique aesthetic touch to a building's facade. Horizontal brise-soleil can be placed above
windows to block direct sunlight while allowing diffused light to enter.

Eco-friendly paints limit the exposure of people to dangerous materials, and their living environments become
safer. Furthermore, employing low-VOC paints benefits both the external environment and internal air quality.

Good insulation helps maintain consistent temperatures throughout the facility. This creates a more comfortable
environment for both inmates and staff, regardless of the season. Extreme temperatures can be dangerous and
contribute to tensions within a correctional setting.
This is to recommend the use of light colored paint
as this is a tool for creating comfort and enhancing
natural light and improve dark areas.

Building offices are equipped with air conditioning units but some offices didn’t maintain the cooling inside, as this is one of
the problems encountered by the affected users.

By implementing a combination of these strategies, correctional facilities can create a more comfortable and healthy environment for
inmates and staff while maintaining security considerations.

Windcatchers might not be as aesthetically pleasing but still
provide some natural ventilation and passive cooling benefits to
correctional facilities. This can improve comfort conditions for
inmates and staff, especially in dry seasons.

Solar panels can significantly lower the reliance on the
grid, leading to substantial cost savings in the long run.
DAYLIGHT PROVISION
Daylight provision in correctional facilities is an emerging area of focus
that offers potential benefits for both inmates and staff. It improved
physical and Mental Health, reduced stress, enhanced safety and security.
SENSOR FOR LIGHTING CONTROL
This sensor is ideal to use at restrooms and hallways for energy saving and
cost-effectiveness. Investment in occupancy sensors is typically recouped
within a reasonable timeframe due to the substantial energy savings.
Additionally, reduced lighting usage translates to longer bulb lifespan,
leading to lower maintenance costs.

WATER SUPPLY
The water supply in Metro Manila can be a bit of a complex issue.There are some areas that have scheduled water interruptions
affecting the residents and users around the region as this is one of the concerns of the inmates and staff in the building.

Educate inmates and staff to familiarize in proper sorting procedures for recyclables are needed. This is to
recommend clear labeled recycle bins and ensure the collection of waste and recyclables from the haulers.

CH5: CONCLUSION
Buildingdesignhasahugeroleinprovidingcomforttoallofitsoccupants.Inthecaseofinstitutional
buildingslikethePoliceStationandCityJailwherecomfortisnotthatpriority,usersdonothaveanychoicebut
toendureit.Properbuildingdesigncanhelpincreatingahealthyenvironmentevenforthosepeoplewhoare
deprivedoftheirliberty.
Materials have a big impact on the comfort and energy saving of the building, implementing a combination
of different strategies, correctional facilities cancreate a more comfortableand healthy environment for inmates
and staff while maintaining security considerations.
