ANNEXES TO CONVENTION ON INTERNATIONAL CIVIL AVIATION

Why these Annexes have been issued.. The Basic purpose of Convention on International Civil Aviation was ensure a safe conduct of civil flights from one point on the globe to another This led to the establishment of ICAO, which is following up the goal of Convention To achieve this aim, ICAO has till date issued a total of 19 Annexes to Convention on International Civil Aviation

Why these Annexes have been issued.. ( Contd ) Each Annex relates to a specific area of aviation, which if not attended or standardized, may cause either an unsafe situation in the air, or mismanagement of flights These Annexes contain more than 12000 Standards and Recommended Practices (SARPs)

ANNEX 1 PERSONNEL LICENCING

What is Licensing? Licensing is the act of authorizing defined activities which should otherwise be prohibited due to the potentially serious results of such activities being performed improperly An applicant for a license must meet certain stated requirements proportional to the complexities of the task to be performed As such, training and licensing together are critical for physical fitness and performance, and for the achievement of overall competency

Why Licensing is Important For Aviation… The safety and efficiency of air transport system is entirely dependent on the competency of both ground and air crew on the operating aircraft Their skills and training remain the essential guarantee for efficient and safe operations They instill confidence between States, leading to international recognition and acceptance of personnel qualifications and licenses They also ensure greater trust in aviation on the part of the traveler

ANNEX 1 Annex 1 provides the SARPs for flight crew members (pilots, flight engineers, and navigators ), air traffic controllers, aeronautical station operators, maintenance technicians and flight dispatchers The related training manuals provide guidance to States for the scope and depth of training curricula which will ensure that the confidence in safe air navigation is maintained. These training manuals also provide guidance for the training of other aviation personnel such as aerodrome emergency crews, flight operations officers, radio operators and individuals involved in other related disciplines
