Routine before match Be early, at least 30 minutes before the game starts Warm-up, change into Referee attire and meet up with game officials Arena & rink inspection before the game starts Check for correct/identify marked lines on the floor and marked substitution zones on the board
Routine before match Identify and eliminate dangerous equipment or objects close to the rink (Safety) Inspect the goal cages, including net Check the match record Communicate with secretariat Discuss with Referee partner
Routine before match Ordinary play time: 3x20 mins with two 10 minute period breaks (Different competitions with different timing! Find out before refereeing) The home team shall choose their side beforehand. If the referees judge that one side is far more advantageous the sides shall be changed in the middle of the third period. (This must be decided before the beginning of the third period.)
Special things to note: To start game – 5 players and 1 GK During the game Minimum 4 players playing in court Otherwise awarded 5-0 to the opponent (reason: insufficient number of players) Team officials – not allowed to enter the rink Except Time Out or requested by the Referees
Special things to note: If a player loses a shoe or both shoes may continue playing until the next interruption The hook of the blade must measure within 30mm from the highest point of the blade’s inner side and the level surface. (refer to 406 in rule book)
Rules and Interpretation Always read the intention of the infringement! Understand the spirit of the game. Use your common sense ! (Rules are dead)
Glossary Careless - An act which lacks consideration or precaution. Considered milder than being reckless. Reckless - An act which disregards the consequences for the opponent. Considered worse than being careless, but milder than being violent. Violent - An act which uses excessive force and seriously endangers the opponent. Considered worse than being reckless, but milder than being brutal. Brutal - An act which is savage or vicious. Considered worse than being violent. minor major Match penalty

Fixed situations: Face-off At the start of each period and to confirm a correctly scored goal When neither team can be awarded a hit-in, free-hit or penalty shot When a penalty shot doesn’t result in a goal When unnatural situations occur (injuries, boards fallen apart etc) Face-off leading to a goal is allowed
Fixed situations: Hit-in Show direction of possession Hit-in when the ball goes out of bounds or hits the ceiling A hit-in shall be taken 1.5m from where the ball leaves the rink NEVER behind the imaginary extensions of the goal lines The opponents shall take a position of 3m from the ball sticks included
Fixed situations: Hit-in Player taking hit-in shall not touch the ball again before it has touched another player or another player’s equipment It shall be hit, not dragged, nor lifted on the stick Hit-in can result to a goal
Fixed situations: Hit-in Move quickly Mark the spot Prepare for quick play from non-offending team X Offence A free-hit closer than 3.5m to the goal area shall be moved out to this distance along an imaginary line from the center of the goal line through the place where the offence was committed.

Fixed situations: Incorrect- hit Player hits the stick/leg before contacting ball Important to judge intention of the offence Talk to players if the incorrect hits during the game increase Hitting from behind shall always be judged as intentional
Fixed situations: Incorrect- hit This is the most common foul in Singapore. There is a need to cut this down. Encourage more physical play! If the team is hitting the opponent on a systematic and regular basis then a 2 mins bench penalty should be given to the last offender. A player who makes a bad hit repeatedly must also be given a 2 mins or a 2+2mins bench penalty.
Fixed Situations: High Stick Playing the stick above knee level High stick above KNEE and hitting the opponent shall lead to: Unintentionally - a bench penalty of 2+2 minutes Intentionally - red card (2+2mins)
High Stick Confusion Shooting above KNEE in either the forward or backward swing is a high stick infringement. ( Dangerous ) Using any part of stick to play or try to play the ball above the KNEE
Fixed Situations: Incorrect pushing When a player, in control of the ball, (or trying to reach it) forces or pushes in any way other than shoulder to shoulder. Observe the intention ! Incorrect pushing against the boards/walls can lead to injury. Prevent it! Watch for their knees!
Fixed situations: Locking an opponent’s stick Locking an opponent’s stick, from behind , without any possibility of playing the ball, will lead to a bench penalty .
Goal Point at the goal and then at the centre spot Two distinct signals The goal is confirmed with a face-off subsequently The goal may be cancelled by the referees before the face-off
Bench penalties Point out the offender clearly OR shout out team and jersey number Show the offence sign . Good time for partner to bring offender to the sin bin Avoid provoking with signs right in front of him/her (Be sensitive)
Penalties: Special Cases GK must serve own 2+2 mins penalty 2 mins penalty – a player may take place at the sin bin The team must play with a minimum of 4 players A 2 mins penalty will terminate if the opposing team scores unless the opposing team is outnumbered or the teams are playing with equal strength
Fixed situations: Penalty Shot Defending team committed an offence which interrupted goal situation Defender steps in the box , prevented/interrupted goal situation Last defender committed offence which prevented/interrupted goal situation
Fixed situations: Penalty Shot Penalty shots may be delayed Player and ball not allowed to come to a full stop or change direction away from the goal cage simultaneously No further contact with the ball after GK has touched the ball If the ball hits the front face of the goal then the goalkeeper, and without passing the imaginary extended goal line passes the goal line from the front, the goal shall be allowed
Bench penalty: Roughing Incorrect and rough play Dangerous play Runs in to opponent in a incorrect way Observe intention Rough play at the boards Dangerous causes injury! (2+2mins)
Bench penalty: Playing the ball lying down Field player stops or plays the ball lying down or sitting both knees or one hand on the floor (stick holding hand excluded) Read intention
2+2 mins Bench Penalty Violent hit or dangerous strikes with the stick When a field player raises his stick over an opponent’s head and the opponent is hit throws his stick to hook an opponent’s body throws himself towards an opponent or otherwise attacks an opponent violently tackles, throws or trips an opponent against the board or the goal cages
Advantage Play/Delayed Penalty Recall role of referee Judgement call ( Reading of game ) Tip: Hold the whistle for another 1 sec
Bench penalty: Personal penalty 2 min bench penalty + 10 min personal penalty For unsportsmanlike behavior Behaving in an insulting or unfair way towards referees, players / team officials / spectators / being too many team staff in substitution zone / any simulating action intended to deceive referees Intentionally kicking / upsetting / hitting the board / the goal cage Throwing the stick / any equipment, even during interruption / in the substitution zone Accompanied by another teammate
Bench penalties: Match penalty Technical Match Penalty : suspension for the rest of the match Match Penalty : suspension from the following match in the same competition : further punishment decided by the Admin Authority *Match Penalty shall be accompanied with a Match Incident Report by the referees
Match Penalty Always followed by a 2+2 mins bench penalty The player/coach must leave the playing area and cannot be among the spectators
