Material Unloading from Barge to Site Project: Thilafushi Waste-to-Energy Project Focus: Structural Steel & Mechanical Equipment
1. Introduction Objective: Explain safe and efficient procedure for unloading materials from barge to site. Scope: Includes preparation, unloading, manpower, equipment, and safety precautions. Materials: Structural Steel and Mechanical Equipment.
2. Unloading Overview Barge arrival and inspection. Cargo condition verification. Lifting with crane . Transfer to truck or trailer. Transport to designated laydown or storage area.
3. Responsibilities Logistics: Coordinate barge schedule and site readiness. Construction: Define unloading sequence and storage plan. HSE: Supervise safety, conduct toolbox talk, issue permit to work. Operators: Follow signalman instruction and safe lifting practice.
4. Equipment & Tools Mobile / Crawler Crane (capacity as per load chart). Flatbed Trailers or Trucks. Slings, Belt , Shackles, Spreader Beams and softener . Temporary ramp or platform for barge transfer if necessary . Lighting Tower for night operation.
5. Unloading Procedure 1. Preparation: Verify plan, weather, conduct toolbox talk, inspect equipment. 2. Positioning: Secure barge, position crane, establish exclusion zone. 3. Operation: Lift materials, move safely to trailer or ground. 4. Transport: Secure load and move to storage area, log materials.
6. Safety Precautions All personnel must wear full PPE. Exclude unauthorized persons from lifting zone. Stop work in bad weather. Use tag lines for load control. Emergency response and first aid ready. Lifting tools such as Belt, sling, hooks and latches must be in good condition and suitable capacity Lifting plan

9 . Environmental Considerations Prevent spillage into sea. Use drip trays for oil/fuel. Dispose packaging waste properly. Minimize noise and dust.
10 . Documentation & Reporting Unloading checklist. Equipment inspection record. Daily unloading log sheet. Incident or near-miss report. Material shortage and damage report. Storage classification
11 . Conclusion Follow unloading plan and permit system strictly. Ensure safe, efficient, and environmentally responsible operations. Coordination between logistics, construction, and HSE teams is vital.
