TYPE EMPLOYEMNT Vestibule Training Centre (Large & Management ) For Mines belonging to the same Management for an Employment of 10,000 workers or above. Group Training Centre (Medium & Area wise ) For Mines belonging to the Management or Different managements for an Employment of at least 2,500 workers. Unit T raining Centre ( Small & Unit ) For the Individual Mines Employing over 800 workers. Mines employing up to 800 worker can join any Group Training Centre with the approval from Chief Inspector or Inspector.

What is the Scope for Formulation of the Mines Vocational Training Rules 1966? Mines Vocational Training Rules 1966 are Framed & Notified in Gazette of India on 02.04.1966 as per the provisions of Section No. 58 of the Mines Act 1952: Power of Central Government to make rules. Where the Mines Vocational Training Rules 1966 are applicable? Mines Vocational Training Rules 1966 shall apply to every Mine whatever description to which the Mines Act, 1952 applies. Does every Mine should have Vocational Training Centre to train the Wo rkmen? T he O wner, Agent or Manager of every M ine shall Provide and Maintain a Training Centre for imparting the Vocational training required to be undergone by the persons who are employed or to be employed in that mine. Chief Inspector may authorise that, a Group/Common Training Centre may be Provided and Maintained in respect of Two or More M ines by the Owners , Agents or Managers thereof under Rule No. 18.

Who will issue the I nstructions in connection with Vocational Training? Chief Inspector may issue such instructions (through Circulars, Orders, and Recommendations) in connection with Vocational Training centre, such as Facilities & Staff to be provided , Schedule of Training, etc., When Mines Vocational Training Rules 1966 came to application in to Copper, Gold, Iron Ore and Manganese Mines? As per sub-rule(3) of Rule No. 1 of MVTR 1966, Notification regarding the application of MVT Rules 1966 in respect of the Copper, Gold, Iron Ore and Manganese Mines was made by Central Government with effect from 01.12.1966. (DGMS Circular No. 83/1966). When Mines Vocational Training Rules 1966 came to application in to Limestone and Mica Mines? As per Rules No. 3 of MVT Rules - Application of Mine Vocational Training : Following Persons required to undergo Mines Vocational Training: General Mazdoor / Workers, etc., Operators of Heavy Earth Moving Machinery like Shovel / Excavator, Rock breaker, Crane, Road grader, Wheel loader, Dozer, Dumper/Truck, etc., Drillers, Blasting crew, Welders, Auto Electricians, Electricians, Mechanics, Fitters and Mechanical Helpers, Are Persons employed for Saving life or property or dealing with circumstances arising out of an Accident (Rescue Personnel) required to undergo Vocational Training? Persons employed for saving life or property or dealing with circumstances arising out of an Accident (Rescue personnel) are not required to undergo Vocational Training as per MVT Rules 1966.

Are Shotfirers / Blasters competency certificate holders required to undergo Mine Vocational Training? Shotfirer/Blaster not required to undergo Basic or Refresher Vocational training as per MVT Rules 1966. Are Clerk, Accountant and Register keeper required to undergo Vocational Training? Clerk, Accountants and Register keeper are not required to undergo Vocational Training. Are Apprentice who have undergone an approved courses required to undergo Vocational Training? Apprentice who have undergone an approved course of training as approved by the Chief Inspector, are not required to undergo Vocational Training. Is the Gallery training a part of the Vocational Training? Gallery training is the part of Mine Vocational Training .

List the Persons are not required to undergo Mines Vocational Training as per Rules No. 3 of Mine Vocational Training? Persons holding positions in confidential capacity or in a position of Supervision or a Management. Shotfirer / Blasters. Clerk, Accountants and Register keepers. Persons who have undergone a course of training which is a part of study is in approved Institutions. Apprentice who have undergone an approved course of training as approved by the Chief Inspector. Other persons as exempted by the Chief Inspector. Who is the statutory authority to decide whether a particular person required to undergo Training in case of any Dispute/ Q uestion? As per the MVT Rules 1966, Rule No. 4: The Chief Inspector decides, if any Disputes / Question arise, as to whether a particular person or class or category of persons required to undergo Vocational Training as per these rules or not.

Who are required to undergo Initial Training for Surface or Opencast workings as per MVT Rules 1966? Every person proposed to be employed in Mines shall, before he is so employed, undergo Initial Training at Mine Vocational Training as per Rule No. 6 of MVT Rules 1966 as per First Schedule. Who are required to undergo Initial Training for Belowground workings as per MVT Rules 1966? Every person proposed to be employed in Belowground mine shall, before he is so employed, undergo Initial Training as per the Rule No. 6 of MVT Rules 1966 Third Schedule. What is the period of Refresher Training to be given for the persons already employed in mines? As per Rule No. 8 of MVT Rules 1966, Every person already employed in mines shall undergo a Refresher training, as applicable, at least once in 5 years as per Fourth Schedule of MVT Rules 1966.

Any persons employed in Handling of explosives required to undergo Vocational Training as per MVT Rules 1966? Persons engaged in Handling of explosives, other than Shotfirer’s/Blaster’s competency certificate holder, shall undergo additional Vocational Training as per the Sixth Schedule as required under Rule No. 13 of MVT Rules. Every person who has undergone the said training shall undergo the training again before re-employment, if he has not worked in Handling explosives for a continuous period of 6 months or more. What are the recommendations on hours of Vocational Training for the Person to be employed and already employed in Mines? It is recommended by DGMS, as per recommendations of the “Third Safety in Mines Conference” Vocational Training to be imparted during the Normal working hours, i.e., Full-day release system .

Is Timber Mistry/Mechanical Fitter should be employed at Mines Vocational Training Centre? A Timber Mistry or a Mechanical Fitter is required to be employed at Mines Vocational Training Centres wherever applicable. Staff of Vocational Training Centres are required to undergo a course of training? The Staff of Vocational Training Centres should undergo a course of Orientation training at the appropriate centres, as approved by the D.G.M.S. Is “On the job training” required to be imparted as a part of Mine Vocational Training under MVT Rules 1966? “On the job training” is imparted as a part of Vocational Training, the same shall be supervised by a “Trainer” appointed for the purpose. The Trainer should be a Safety minded, Skilled and Experienced workmen, who has an aptitude for given guidance and practical training & he should have attended 6 safety lectures in mines.

Whether a person required to undergo Vocational Training on returns to employment after absence from work? E very person shall undergo Refresher training as detailed in Fourth Schedule on returning to employment after absence from work for a period of 1 year, within a period of one month of his joining duty. Is there any provision in MVT Rules 1966 for Training the Persons appearing for Blaster’s Competency Examination? Provisions are made in MVT Rules, for the Training of persons appearing for Shotfirer’s/Blaster’s competency examination, as per Seventh Schedule on handling of explosives, within 3 months before such examination as per Rule No. 14. According to which Rule & Schedule, the Timber Mistry required to undergo training at Vocational Training Centre? As per Rule No. 12, Every person who is newly employed as Timber Mistry in a mine, or has not worked as a Timber Mistry for a period of 6 months, shall, on re-employment, undergo Training in Timber as specified in the Fifth Schedule.

Is Gas testing person required to undergo Training at Vocational Training Centre? As per Rule No. 17 of MVT Rules 1966, every Person holding Gas testing shall Once in every Year, Persons eligible to appear at the Gas-testing Certificate Examinations and Who intends to appear at the Gas-testing examination within the succeeding 3 months, undergo a course of training as detailed in the Eighth Schedule. What are the arrangements to be provided at Vocational Training Centre? As per Rule No. 19 of MVT Rules, Every training centre shall have such Staff , Equipment and Other facilities as may be approved by the Chief Inspector or as may be required by him, from time to time, by order in writing . Certificate of Training issued in Form A & B come under which schedule of Vocational Training Rules? Schedule XII appended in the Mines Vocational Training Rules 1966 .

Is Notice of Appointment, Termination, Resignation, etc., of Manger/Officer of the Vocational Training Centre required to be intimated as per MVT Rules 1966? A written notice of every Appointment, Discharge, Dismissal, Resignation or T ermination of Training Manager/Officer shall be sent by the Owner, Agents or Manager of Mine to the Chief Inspector and the Regional Inspector within 7 days. What is the Qualification recommended for Vocational Training Manager/Officer? Training Manager/Officer should be a Holder of I or II Class Certificate of Competency with at least 5 years of experience in mines. Is the Training Manager/ Officer of the Vocational Training Centre required to maintain & submit his record to DGMS? The Manager/Officer of Vocational Training Centre is required to maintain his record and submit the report to DGMS annually through Owner, Agent or Manager of Mine.

What is the Qualification of Instructor appointed in Mines Vocational Training Centre? Instructor (Mining, Electrical, & Mechanical) shall have at least Matriculate of over 30 years of age with Overman / Foreman Certificate, with experience in mines. What is the Form used to issue the Certificate of Training to the persons undergone Initial Vocational Training? Form A is the Certificate of Training issued by Training Officer for the employment in a mine on Surface and in Opencast working or in Belowground in non-gassy mine as per Rule No. 28(1) of MVT Rules 1966. What is the Form used to issue the Certificate of Training to the persons undergone Refresher Vocational Training? Form B is the Certificate of Training issued by Training Officer for Refresher Training or Training of Special Categories of workmen employed on Surface and in Opencast working or in Belowground mine as per Rule No. 28(1) of MVT Rule 1966.

What are the provisions made in connection with arrangements for Refresher training of persons holding First-Aid certificate at Vocational Training Centers? As per the DGMS Circular No. 38 of 1968, A Refresher training program for the persons holding First-Aid certificate shall be arranged as recommended to train the persons already holding First-aid certificate by the qualified Medical Officer at your Vocational Training Centre. This is to help the first-aiders posted with the up-to-date developments in the knowledge of and in the practical art of rendering First-aid. What recommendations are made on Training of persons involved in Maintenance and Examination of Winding installations? As per DGMS Circular (Tech.) No. 5/1981, a Short term Refresher courses be organized at Vocational Training Center for those responsible for Maintenance and Examination of Winding installations, such as Mechanical fitters, Foremen and Colliery Engineers to update their knowledge.

What are the provisions of persons employed in Maintenance and Cleaning of Belt conveyors in Mines? As per the DGMS Circular (Tech.) No. 12/1983 , persons responsible for Care, Maintenance & Cleaning of Belt conveyors are required to undergo a short term Refresher courses Vocational at Training Centers . Are Persons employed by a Contractor in mines required to undergo Vocational Training Centre? All persons deployed by the contractor for working in a mine must undergo Vocational training at the Vocational Training Centre. Can Training Officer issued a Duplicated certificate of training for the person undergone training under MVT Rules? As per Rule No. 29 Duplicate Certificate may be granted to any person proves to the satisfaction of the Training Officer that, he has lost the certificate granted to him under Rule 28, on payment of the cost of the photograph to be affixed on the certificate. The word "DUPLICATE” shall be stamped across the copy of certificate .

Are the Heavy Earth Moving Machinery Operators required to be be trained using Simulator? As per the DGMS Circular No. 04/2011, the Operators of Heavy Earth Moving Machinery are required to be imparted by using Simulators. What are the provisions on Issue of certificate under MVT Rules? Every person who undergoes a course of training prescribed in these rules shall, on completion of the training be interviewed by the Training Officer and If the said officer is satisfied as to the progress and performance of the Trainee, he shall grant a certificate in Form A or Form B, as the case may be. The certificate so granted shall be countersigned by the Owner, Agent or Manager of Mine. What are the provisions on cost of photograph affixed on the Certificate Issued as per Rule 28 of MVT Rules? Cost of the Photograph affixed on the Certificate issued in Form A or Form B by Training Officer shall be borne by the Owner or Agent or Contractor.

What shall be the allowance payable to the Trainer? Rule No. 25 Every trainer shall, in addition to his normal wages, be paid by the Owner, Agent or Manager of Mine a training allowance of Rs.0.50 per Trainee for every day. Not more than Two Trainees shall be placed under the charge of a trainer at a time. What shall be the allowance payable to the Trainees? Each new entrant (Trainee) under the Basic training scheme is to be paid by the Management a maximum allowance of Rs . 1.50 p. (all inclusive) per day. Each person undergoing course of Refresher training is to be paid at the rate of 0.50 paisa per lecture attended by him as recommended by DGMS Circular 18/1966 . Should Manager of Mine deliver, the Certificate issued to a person undergone Vocational Training, on termination of his employment? On Termination of employment of a person undergone Vocational Training, the certificate of Vocational Training deposited with Mines Manager shall be returned to the employee .

  What are the Provisions of Power to relax? As per Rule No. 32 of MVT Rules, T he Chief Inspector may, by order in writing and subject to such conditions as he may specify therein, exempt the mine or part thereof from the provisions Mines Vocational Training Rules 1966.
