What is a Liberal? A liberal is someone who believes that individual freedom is one of the most important rights a person can have, and that government is necessary to ensure those rights. 

Why Did Liberalism Develop? Response to the inequalities in 19th and 20th century All are born equal, so everyone should be allowed to flourish Mass poverty and government's reluctance to intervene restricted people from achieving their individuality
