Impact of Speed Limit on Road Capacity and Safety By Prof. Satish Chandra Professor of Civil Engineering, IIT Roorkee ( Former Director CSIR-CRRI) & Dr. Ch.Ravi Sekhar Chief Scientist & Head TPE Division,CSIR-CRRI Ministry of Road Transport and Highways ( MoRTH ) Date : April 2024 Data Collection Summary Report :

Contents of the Presentation Objectives of the Project Literature Review Effect on Capacity Effect On Safety Effect on Fuel Consumption International Practices on Speed Limit Methodology Preliminary Data Collection Future Plan of the Work Budget Details

Objectives of the Project To study the effect of speed limit on traffic flow characteristics on a road (urban as well as inter-urban). To study the effect of variable (or different) speed limits on capacity of a road (urban as well as interurban) including the category of the road (number of lanes and type of highway/road). To collect road crash data on selected road sections used for capacity analysis and explore for the correlation between speed on the road and crash rates. Surrogate safety measures can also be used in the absence of road crash data. To suggest guidelines for fixing the speed limits on interurban and urban roads based on the cost-benefit analysis of speed limits.

Literature Review- Effect on Capacity Speed Limit Compliance Research consistently shows that higher compliance leads to increased capacity. Weather Conditions Rain and adverse weather can significantly reduce road capacity. Design Speed Smaller design speeds result in greater lateral acceleration and decreased comfort. Variable Speed Limits (VSL) VSL can reduce capacity variance and lower the risk of traffic breakdown. Traffic Conditions Capacity can vary based on traffic volume and congestion levels. Geometric and Control Conditions The presence of variable speed limits can impact capacity distribution . Factors Influencing Road Capacity Speed limits, driver behavior, and weather conditions have a substantial impact on road capacity. Road capacity is a dynamic concept influenced by various factors, requiring a holistic approach to transportation planning and management.

Literature Review- Effect on Traffic Safety Speed limits play a crucial role in shaping driver behavior and road safety. International experiences and research findings underscore the importance of setting appropriate speed limits to enhance road safety and reduce crashes and fatalities. Relationship between Speed and Injury Crashes ( Elvik et al., 2019) Effect of speed limit on crash rate (Davis et al., 2015)

Literature Review- Effect on Fuel Consumption Various factors, including vehicle characteristics, environmental and traffic conditions, and driving habits, influence fuel consumption. Awareness and strategies to mitigate these factors are essential for improving fuel efficiency and reducing emissions. Relationship between fuel consumption and speed (Nasir et al., 2014) Emission contribution based on categories of vehicle (Sekhar et al., 2021)

Speed limits have a rich historical origin and continue to evolve globally. Different countries employ diverse speed limit practices, reflecting their unique transportation needs, safety concerns, and regulatory approaches.. Data Collection The road should be straight with uniform geometric features (like number of lanes, median There should not be any intersections or direct access from the nearby land uses. Roads that are prone to congestion and high levels of side friction were avoided because the idea was to maintain uninterrupted free flow. The speed of vehicles was measured both near and far from the posted speed limit signs during low volume conditions. Data Collection Procedure Primary Data Collection: Criteria for Selection of the Sites Secondary Data : Accident Data Road Geometry Data

Future Plan of Work Extraction and Analysis of the data collected in the cities of Delhi, Thiruvananthapuram and Vishakhapatnam as given in this report. Collection of data on inter-urban roads as identified for the study. To observe the impact of speed limit signs on speed violations in the above cities. To collect road crash data on all or some of the cities and correlate the speed violations on a road with road crashes. To identify further sections and collect the traffic data in a few more cities of India for analysis purpose.
