STAKEHOLDERS Individuals, groups, or entities that have an interest or concern in a particular project, organization, or system, and whose interests may be positively or negatively affected as a result of project execution or successful project completion (Smith, 2024).

They might be positively or negatively impacted by an organization’s decisions . STAKEHOLDERS They are likely to express concerns and be involved in the activities of the organization . (Barney, 2023)

Those within a company whose interest stems from direct employment or ownership. TYPES OF STAKEHOLDERS Internal External Those outside of the organization and are indirectly impacted by the project. (Landau, 2022; Barney, 2023)

Those who have high influence or importance on the project, and can have a direct impact on it. TYPES OF STAKEHOLDERS K ey ( Tractivity , 2024; Rabinowitz, 2023) Primary Secondary Those who directly affected by the project, either positively or negatively. Those who are indirectly affected by the project or its outcomes.

STAKEH OLDERS ANALYSIS Involves identifying and assessing the interests, concerns and influence of individuals or groups that have an impact on the project, or are impacted by it (Wallbridge, 2023).

WHY IS STAKEHOLDERS ANALYSIS IMPORTANT? Understanding stakeholder needs Engaging effectively Promoting understanding and alignment Anticipating issues and mitigating risks Building support and collaboration Enhancing decision-making ( Tractivity , 2024; Productplan , 2024) Prioritizing resources

STEPS IN CONDUCTING STAKEHOLDERS ANALYSIS Step 1: Identify your stakeholders. Step 2: Prioritize stakeholders. Step 3: Understand stakeholders’ needs and expectations. Step 4: Develop, apply and monitor a stakeholder engagement plan.

FOUR LEVELS OF ENGAGEMENT WITH STAKEHOLDERS Level 1: INFORMING Stakeholders in this level show low to moderate interest and have a low level of influence. Level 2:CONSULTING Stakeholders present a moderate to high interest in your project, however, a low to moderate influence. Level 3: INVOLVING Stakeholders have a high level of interest and a moderate to high level influence on your project. Level 4: COLLABORATING Stakeholders with high levels of interest, commitment, and influence in your project.

COMMON STAKEHOLDER ANALYSIS PITFALLS Being late with stakeholders analysis . Not including important stakeholders in the list . Misinterpreting stakeholder needs or motivations . Conducting stakeholder analysis only once .

HOW TO IMPROVE STAKEHOLDERS ANALYSIS? Be as thorough as you can . Involve your stakeholders . Use multiple methods to collect information . Be flexible .

Stakeholders Analysis on Influence DENR REGIONAL OFFICE-1 Minor Influencer Major Influencer Legend Media Suppliers Private Industries / Businesses Senators and Congressmen Local Politicians / Officials Academic and Research Centers Local Communities Current Administration Other NGAs Reg’l Dev’t Council (RDC) Clientele International Organizations NGOs and CSOs

MAJOR INFLUENCERS Current Administration – The priorities of the current administration will always influence DENR’s programs, projects and activities (PAPs). For example, President Marcos has 8-point Socioeconomic Agenda as detailed in the PDP 2023-2028, thus, DENR’s PAPs should be aligned into achieving it. Senators and Congressmen – Senators and Congressmen can influence DENR through budget legislations, lawmaking, and oversight. Local Politicians and Officials – Local Officials such as the Governor, Mayor, and Barangay Captain may approve/disapprove DENR’s program implementation within their jurisdiction. Regional Development Council – Being the highest policy planning and policy-making body in the Region, the RDC is in-charge of reviewing, prioritizing and endorsing to the National Government the annual budgets and investment programs of the Region.

MAJOR INFLUENCERS Academic and Research Centers – The expertise, research findings, and data/information from scientists, universities, and research experts support the evidence-based decision making and policy development of the DENR. Local Communities – The local communities including the indigenous peoples who are directly affected by the programs and projects by the DENR are consulted prior the implementation. Non-Government Organizations and Civil Society Organizations – Environmental advocacy groups, conservation organizations, and community-based organizations play a crucial role in monitoring environmental issues, advocating for policy changes, and collaborating with the DENR on various initiatives.

MAJOR INFLUENCERS International Organizations – International organizations, where the DENR is a member of, may provide guidance, funding or partnerships which can influence the agency’s priorities and approaches to environmental concerns. Clientele – The feedback from the clients and their satisfaction will always have an influence in the DENR’s delivery of services and program implementation.

MINOR INFLUENCERS Media – The media can shape public’s perceptions and opinions on environmental issues which may prompt action and/or response from the agency. Private Industries / Businesses and Individual Permittees – Private industries / businesses and individual permittees impacted by DENR laws and regulations may also provide inputs on policies that affect their operations. Other National Government Agencies – As part of convergence initiatives, the DENR may partner with various NGAs which can also affect their decision making and prioritization of activities. Suppliers – The timely and adequate provision of supply, tools, equipment and technology needed by the DENR can also influence the implementation of programs and activities and delivery of outputs.
